After the Manifesto
After the Manifesto: delivering the plan sets out the actions we believe the Government needs to take to build an effective strategy for restoring order and balance to public finances.
In After the Manifesto we urge the Government to act early to prepare the ground for the longer term strategy, which must create simple, well-designed and lasting structures for public service delivery.
We argue that what needs to happen now is for the government to deliver a complete picture of its plans to fully inform debate within Parliament, the public and the markets.

Leading in hard times poses new challenges. Effective leaders will need to have a clear picture of the journey organisations will travel over the next few years and the nature of the organisations and services which will emerge when a ‘post-rebalancing’ destination is reached.
For those in leadership positions this is an agenda that poses a unique blend of challenges. Leaders will have to navigate high levels of uncertainty and anxiety, listening and engaging with the views of the public, service users, staff, partners and other stakeholders, and charting a way forward which is in the public interest.

Managing significant and sustained adjustment in public sector funding

The Pre-Budget report 2009 and Prime Minister's Putting the Frontline First plan for more efficient public services have added to the already considerable debate about public spending and reform.
Against this backdrop, CIPFA and SOLACE have published a discussion paper that explores the impact of public sector funding cuts on public services, and the strategies and actions that Government and public bodies might adopt to manage them.
After the downturn - managing significant and sustained adjustment in public sector funding is intended to be helpful to Government, Parliamentarians, the political parties, and public sector leaders, national and local, all of whom have critical roles to play in helping to make and implement the right decisions in response to the daunting challenges in prospect. It is based on the premise that Government must tackle these issues with real urgency immediately following the General Election irrespective of its result.

CIPFA's manifesto, Better Ideas, Better Public Services, calls for an urgent debate on improving governance and financial management in the UK public services.
In our manifesto we set out our ideas for improving openness and transparency, making better decisions, providing better information to the public, strengthening accountability and much more. Above all we focus on the need for politicians to reinspire trust and confidence after the MPs’ expenses debacle.
