Advisory Services

CIPFA offers specialist international advisory services in support of its professionalisation and associated capacity development objectives. Drawing on the resources of the whole CIPFA group we can provide access to a unique and extensive network of skills, expertise, advice and support to help improve public financial management (PFM) in public sector organisations around the world.

Our highly experienced staff and associates have an in‑depth and unrivalled understanding of the needs of the public sector. Through them CIPFA uses its knowledge and experience of the latest global developments in PFM techniques in the service of its clients.

We work with a wide range of overseas governments and aid agencies including the World Bank, the European Union, the Public Expenditure and Financial Accountability (PEFA) initiative, the Department for International Development (DFID) and Irish Aid. We bring our specialist expertise to bear in:

strengthening the capacity of bodies involved in professionalising public sector accounting and audit
developing public sector qualifications frameworks using our unique suite of international PFM reference frameworks, working in partnership with local professional accountancy organisations and education and training providers
assisting donors and supra-national organisations in the design and delivery of capacity development schemes that promote good PFM practice and build effective Supreme Audit Institutions
supporting governments and public sector bodies to implement international standards (accounting, auditing, accounting education and ethical standards).

CIPFA works with central, regional and local government, national accountancy bodies and aid agencies. We make confident and experienced partners, working with major commercial consultancy firms, local consultants and others to deliver the specialist inputs that our projects require. We have formed a select number of partnership arrangements with leading public sector players like the UK National Audit Office. We operate extensively in developing countries in Africa, Asia and Central and Eastern Europe.

CIPFA’s International Professional Training Services

Our training services are best known for the specialist provision of financial and resource management training. Our client base consists of a wide variety of public service and private sector organisations, including local government, health providers, educational establishments and government ministries and agencies.

CIPFA has extensive training facilities in education and training centres in several key locations and works with specialist providers to offer wider coverage. Our in house specialists are available for training across the world and our network of associates are also available to meet client needs.

Our consultants are:

qualified training professionals with experience of working in key posts public service organisations
well versed in the problems facing public sector organisations
supported by an extensive array of specialist expertise from the CIPFA secretariat and its members
able to draw on knowledge gained from many organisations to help devise training solutions specifically tailored to customers' needs.

In addition to professional training we provide broader training courses for both financial and non-financial staff. We provide training courses in PEFA (Public Expenditure Financial Accountability), IPSAS implementation, benchmarking and competitive tendering skills. We train people to improve their personal effectiveness and acquire new skills to increase their efficiency and hence the productivity of their organisations.

CIPFA offers a full range of training products that cover accountancy, audit and financial management skills. In these areas, CIPFA has substantial experience of training of trainers to provide a sustainable legacy. CIPFA delivers classroom and distance learning techniques and can offer blended learning solutions that combine both approaches.
