DFID White Paper on International Development
In the summer of 2006 DFID published a
White Paper on International Development setting out a plan for how the
UK Government can translate the promises of 2005 into better lives for poor
people. To stimulate discussion for the White Paper DFID published a background
document “Eliminating
World Poverty: a consultation document”.

Strategic Grant Agreement with DFID
CIPFA signed a strategic agreement with the UK Department for International
Development (DFID) in mid 2003. Strategic Grant Agreements are a new development
tool of DFID's. They are jointly negotiated agreements between DFID and new
partners from within UK civil society, for whom international development
is not their primary focus. SGAs aim to contribute to a ber, better informed
and more effective UK community for international development.
The agreement commits DfID and CIPFA to raising CIPFA members’ and students’
awareness of international development issues, particularly the campaign to
eradicate poverty in the developing world and the role that finance professionals
and sound financial governance can play in meeting this aim. Download

The funding from this agreement will allow CIPFA to enhance its international
profile as an organisation committed to institutional capacity building and
the enhancement of the skills and knowledge of public service practitioners
globally.
CIPFA is uniquely placed to contribute to the Millennium
Development Goals (MDGs), with the expertise we have accumulated in recent
years in contributing to Corporate Governance across UK public services. MDGs
set clear targets for reducing poverty, hunger, disease, illiteracy, environmental
degradation and discrimination against women by 2015.

Technical Briefing Series
As part of the strategic grant agreement we want to disseminate and promote
best practice in public sector financial management. This includes both UK
and developing countries best practice that would have applicability and relevance
in a wider international context. Accordingly, CIPFA and DFID have launched
a Technical Briefing series of International Development best practice.
The first of these is on Gender and Participatory Budgeting. This concept
was first developed in Australia in the 1980’s and has since been adapted
and adopted in a number of developing countries. The issues and opportunities
arising from an examination of this policy tool will have relevance in both
developing and developed economies and we commend it to you.
The Commission for Africa
The Commission for Africa was launched by Prime Minister Tony Blair in February
2004. The Commission's goal is to generate action for a b and prosperous Africa.
The Commission will publish its report and recommendations in Spring 2005.
The timing of the Commission’s work is intended to seize 2005 as an opportunity
to make a difference for Africa. 2005 will see the coincidence of the United
Kingdom’s chairmanship of both the G8 and, in the second half of the year,
the European Union, with Africa high on both agendas. 2005 offers a further
opportunity around the United Nation’s review of implementation of the UN
Millennium Development Goals, with the knowledge that the goals will not be
met in Africa by the 2015 deadline unless there are new ideas and action.
The Commission’s work will take a fresh look at Africa’s past and present,
and the international community’s role, in order to agree clear recommendations
for the future. The work is intended to be comprehensive and challenging,
addressing difficult questions where necessary.

Support for Members and Students
The Institute has a small fund available from which it can make donations
to charitable bodies in order to support members and students who are carrying
out finance roles for those bodies; typically, a member will agree to take
on an overseas placement with organisations like VSO and Raleigh International
in a finance role in a developing country, and the body approaches CIPFA to
contribute towards the expenses of that member in that role. Agreement is
entirely within the delegated powers of the Members & Students Development
Board.

This report shows how local authorities do have a responsibility through
their role in environmental health and social services and are key in running
education programmes to prevent the spread of diseases and to plan for the
social and economic impact. Social services departments provide support
and care for people with HIV/AIDs and coordinate the work of support groups.

- DFID Public Financial Management And Accountability Publications
Below are two good practice guidance notes recently published by DFID
Policy Division's Financial Accountability & Anti-Corruption team (FACT).
The notes are principally to assist governance advisors, economic advisors
and programme managers leading DFID's engagement with partner country PFMA
reform programmes but we hope others will also find them useful.

This how to note provides guidance on ways in which country offices
can support Supreme Audit Institutions (SAIs) to increase their impact.
SAIs carry out the external audit of public sector bodies and are one
of the key links in the formal system of financial accountability in
most countries. The strengthening of partner country SAIs can therefore
result in significant improvements to the effectiveness of PFMA systems
as a whole.

Note: A Platform Approach to Improving Public Financial Management(PDF

This briefing provides a good practice example of a process to enable
country led public financial management and accountability (PFMA) reform,
designed to fit the country context, with co-ordinated and programmatic
donor support. The platform approach aims to introduce a politically
acceptable pace of sequenced reform, through achieving gradual manageable
steps. The emphasis of this briefing is on sharing ideas for how to
put good practice principles into practice, drawing heavily from recent
experience in Cambodia. It is not intended as a blue print for successful
PFMA reform.
