The Paris Club
(Club de Paris - Club de Paris)
The Paris Club is an informal group of official creditors who tries to find sustainable solutions to the payment difficulties experienced by debtor nations. Paris Club creditors agree to rescheduling debts due to them. Rescheduling provides a country with debt relief through a postponement and, in the case of concessional rescheduling, a reduction in debt service obligations.

Members (permanent): Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Ireland, Italy, Japan, the Netherlands, Norway, Russia, Spain, Sweden, Switzerland, the United Kingdom, and the United States

The Paris Declaration
(Déclaration de Paris - Declaración de Paris)
The Paris Declaration, endorsed on 2 March 2005, is an international agreement to which over one hundred Ministers, Heads of Agencies and other Senior Officials adhered and committed their countries and organisations to continue to increase efforts in harmonisation, alignment and managing aid for results with a set of monitorable actions and indicators.

Poverty Reduction Budget Support
(Soutien Budgétaire pour la Réduction de la Pauvreté
PRBS is a form of financial aid in which funds are provided: -in support of a government programme typically focussing on growth, fiscal adjustment, and strengthening institutions, especially budgetary processes; and -directly to a partner government’s central exchequer, to spend using its own financial management, procurement and accountability systems.

Project implementation units (or Parallel Project Implementation Units)
In the contect of the donor community, Project Implementation Units (PIUs) refer to any form of special staffing and “ringfencing” arrangements made by the donor-agencies to manage and implement projects in partner countries. The debate on PIUs revolves around their efficiency and role in capacity development, their propensity to develop into parallel organizations.

Public Expenditure and Financial Accountability program
(Dépenses Publiques et Responsabilités Financières - Gasto público y rendición de cuentas)
The Public Expenditure and Financial Accountability program, PEFA, is an international partnership which aims to support integrated and harmonized approaches to assessment and reform in the field of public expenditure, procurement and financial accountability. Objectives of PEFA are formulated in a manner that: -Encourages country ownership; -reduces the transaction costs to countries; -enhances donor harmonization; -allows monitoring of progress of country PFM performance over time; -better addresses developmental and fiduciary concerns; -leads to improved impact of reforms.

Members: the World Bank, the European Commission, the UK's Department for International Development, the Swiss State Secretariat for Economic Affairs, the French Ministry of Foreign Affairs, the Royal Norwegian Ministry of Foreign Affairs, the International Monetary Fund and the Strategic Partnership with Africa.

(PEFA Cadre de Mesure de Performance - PEFA Marco de Referencia para la Medición del Desempeño
The PEFA Framework, officially known as the Public Financial Management (PFM) Performance Measurement Framework, is intended to provide an integrated and harmonized approach for measuring and monitoring PFM performance progress, while also helping focus support on country-led PFM reform programs. The Framework covers the entire budget cycle.

Public expenditure reviews (PERs) analyse the allocation and management of public expenditure.They may cover all government expenditure or focus on a few priority sectors (e.g. health, basic education, agriculture, water, roads). Increasingly, PERs also review expenditure management systems and institutions.

Public Finance iQ
PFiQ is a commercial orientated business, dedicated to generating the funds required to finance IPFA's net expenditure requirement. Underpinning PFiQ is the relationship between IPFA and its UK partner, CIPFA. Public Financial Management - Performance Report
