Chris Hurford, the outgoing CIPFA Treasurer and past-President 2001/02, is retiring from his post as associate director at the Audit Commission at the end of February.

Chris has had a long and close association with CIPFA. He is a member of – and has chaired – a number of the Institute’s committees He also chaired a fundamental review of Institute governance which began in the autumn of 2001, and which led to a restructuring of CIPFA's decision-making processes.



Mark Wilkinson has taken up the post of chief executive at Central Lancashire Primary Care Trust. His previous position was director of finance at Hyndbury and Ribble Valley Primary Care Trust.

Brian Allen has been promoted to chief executive at Sedgefield Borough Council, where he was previously director of resources.

Paul Davie, a former director of finance and administration at City Church Trust, is now a pastor at City Church Aberdeen.

Peter Cross has joined Leicestershire County and Rutland Primary Care Trust as financial controller. His previous post was director of finance at Hinckley & Bosworth Primary Care Trust.

Caroline Holland is the new director of corporate services at the London Borough of Merton. She leaves Westminster City Council, where she was acting director of finance.

Christopher Turner, the director of internal assurance at the Department for Work and Pensions, has taken retirement on the grounds of ill health.

Simon Coulon, a former senior IT audit consultant with Fidelity Investment Management, is now vice president, internal audit, at Black Rock Investment Management.

Tim Golbourn has been appointed executive director for finance and corporate services at the Royal College of Nursing. His role will cover finance, information systems, human resources, estates and operational planning. His current post is director of finance and information management and technology at Waltham Forest Primary Care Trust.

Gary Salter has retired from Barnsley Metropolitan Borough Council after 45 years service in local government. His final designation was assistant executive director of finance (special projects).

Peter Shanahan, formerly the acting chief executive of University Hospital, Birmingham, is now director of finance and capacity with NHS West Midlands Strategic Health Authority.

Natalie Gilmore is now a finance manager in the new NHS North West Strategic Health Authority. Her last position was as a project accountant in the Cheshire & Mersey SHA.

Peter Saunders has been appointed head of payment by results assurance at the Audit Commission. He was previously the ALE programme manager within the health directorate at the commission.

Jonathan Bunt has moved from the post of head of finance at the London Borough of Barnet to become the council’s head of strategic finance.

Richard Boneham has moved within Derby City Council from the post of head of audit and governance to head of audit and risk management within the resources and housing department.

Paul Allen, formerly a senior accountant with East Riding of Yorkshire Council, is now a finance manager there.

Tina Okoro has joined the London Borough of Newham as a strategic financial adviser. She was previously head of revenue and reporting iiat the London Borough of Lambeth.

Curtis Juman is now director of financial strategy at the Department of Trade and Industry. He was formerly finance change director at the Department for Work & Pensions.



Trevor Robinson has taken on the role of treasurer of the West Midlands Passenger Transport Authority. This is in addition to his position as resources director of Centro – the West Midlands Passenger Transport Executive – which will continue.

Robert Phillips recently joined Warwickshire County Council as a corporate accountant. He was previously an accountant at the City of Lincoln Council.

Hannah Le Vay, a previous head of environment and conservation finance at the London Borough of Islington, is now working at Hackney’s Learning Trust as a consultant.

Ian Kell, deputy finance director for Wigan Council, is stepping down after 25 years working there.

He was influential in managing the council's finances during the controversial poll tax, and the cuts imposed when Wigan had its budget capped in 1990.

In recent years the council has been praised by the Audit Commission, as a model of an efficient local authority that manages its resources well. Council leader Peter Smith said Ian had played a big part in that success story.

On his retirement, Ian said: ‘I feel I'm leaving on a high note with yet another very positive report from the government inspectors on how we manage our resources.

‘But after 38 years in local government finance the only financial management I'm interested in now is my own!’
