CIPFA Council recommends Mandatory CPD

CIPFA Council, the Institute's governing body, has agreed to recommend mandatory CPD for all working CIPFA members. The recommendation will be the subject of a full postal ballot of all members culminating in a decision at the Annual General Meeting in Harrogate on 12 June 2003.

Growth in student numbers gives boost to CIPFA's financial results

CIPFA's Council has approved the 2002 results showing a financial surplus of £428,000 and a turnover of £32,776,000, a growth of 13% in the year.

The financial results reflect the continued success of recruitment to the education and training scheme. Last year saw 867 student registrations, a 12% growth on 2001 and the highest annual registrations for a decade.

An opportunity for CPFAs

The Home Group, the second largest housing association group in the UK, is looking for a new volunteer Board Member who will also chair its Group Audit Committee. The Group Board meets four or five times a year; the Audit Committee normally meets three times. All meetings are held in the Newcastle-upon-Tyne area.

Council Elections

39 members are standing for election for 21 seats on the 2003/04 Institute Council. Members should by now have received a copy of the election manifesto booklet and ballot paper. Close of poll is Friday May 9, and all members are encouraged to take this chance to influence the composition of the Institute Council.

Survey of members

A comprehensive survey of members will be sent out with this year's AGM voting papers and the Annual Report and Accounts. The survey is designed to garner views from members on the whole range of services provided by CIPFA, IPF and CIPFA's Regions. Please take this opportunity to help shape the future of services on offer from CIPFA.

Leaders in Finance
23-27 June, University of Warwick

Leaders in Finance is a new residential development programme for Directors of Finance and senior finance staff in the public services. Jointly developed by CIPFA and the Warwick Institute of Governance and Public Management, its distinctive themes are Leadership and Excellence with a special emphasis on Delivery. The programme is carefully tailored to help senior finance staff to rise to the modernisation challenge.

New website for volunteers

A new website aimed at CIPFA volunteers is currently being developed and will be launched in the coming weeks. The website will include information about the different types of volunteering opportunities available, the benefits of volunteering, and current vacancies. The site will also inlcude downloadable copies of the CIPFA Volunteer Brochure and the new Volunteer Information Pack.



2003 Finalists announced

The Public Finance Public Servants of the Year Awards seek to recognise the achievements of individuals working across the public services.

The shortlist of finalists has been announced and comprises a range of professional backgrounds, including: doctors; a nurse; teachers; a cleaning supervisor; an orthotist and a library assistant.

CIPFA Annual Conference and Exhibition 2003
10-12 June, Harrogate

The CIPFA 2003 Conference & Exhibition takes place in Harrogate from 10-12 June. This year's Conference theme - 'On the Front Line - adding value, making it work' - aims to be topical and to have wide appeal to all of the constituencies who share a passionate interest in the health and success of our public services. Many of those consituencies are also represented in a programme of outstanding speakers:

Spectrum is a new newsletter produced by the Policy and Technical directorate at CIPFA. A dedicated website for the Accounting and Auditing Standards Panel has been launched. The new website contains information on: the Panel's role; its members; an archive of responses; an overview of current activities; publications and links to other useful websites.

New Professional Conduct website

The disciplinary scheme has launched a new Professional Conduct website where details of professional standards applicable to CIPFA members, forthcoming hearings and recent decisions can be found.

Student workshops - Spring 2003

A series of student workshops will take place in April and May, in preparation for the June 2003 exams. There is a high level of demand for these workshops, so students are advised to book early. The sessions will take place in London and Birmingham, and cover a range of subjects from P1 to P3. Full details and a booking form can be found online:

Whistle Blowing - Have You Got it Right?

Preparing for the Implications of the Public Disclosures Act

The CIPFA Better Governance Forum, a division of IPF, and Public Concern at Work (PCAW) have joined forces to produce a comprehensive toolkit on the Public Disclosure Act 1998. More than 100 authorities have joined tisonline.net since January and are now taking advantage of online subsciption services from the Technical Information Service. A series of Discussion Forums and a VAT ‘expert’ Community of Practice, operated jointly with HM Customs and Excise, have now been added to the services available on the open areas of the site.

CETC training rooms for hire


The CIPFA Education and Training Centre in London has a number of training rooms which are available for hire. The centre is in Borough High Street and easy to reach via public transport - it is opposite Borough tube station (Northern Line) and only 8 minutes walk from London Bridge mainline station. Tea and coffee facilities are available and on-site catering can be arranged at cost.

Out and about

The President will be addressing the CIPFA Scottish Conference on 'The Post Enron Environment - Implications for the Public Services' in Glasgow on 24 April.

The Vice President, Hilary Daniels, will be representing the Institute at the ACCA London Dinner on 24 April.

Steve Freer will be attending the first meeting of the Balance of Review Funding Steering Group on 28 April which has been set up by the ODPM to review the current balance of funding for council services between grant from central government and money raised from local taxes.

The President will be attending the CIPFA Northern Ireland AGM in Belfast on 28 April. He will also open the Audit Conference which is being held in Chester on 30 April.

Both the President and the Chief Executive will attend the CIPFA in Wales inaugural AGM on 9 May.

The President and Chief Executive will be attending the CIPFA Scottish Branch Dinner and AGM at the City Chambers in Glasgow on 15/16 May. The President then flies to Jersey for the Channel Islands Annual Dinner being held on 17 May.
