18 high performing teams and 21 exceptional individuals working
in the UK’s public services have been selected as finalists
for the 2004 Public Servants of the Year Awards organised
by Public Finance magazine.
This year’s shortlist of outstanding candidates comprises
a range of different roles and professional backgrounds, including:
chief executives, a community warden, environmental and operational
maintenance managers, school teachers, police, non executive
directors, local government workers and individuals working
in central government departments. They also include teams
from a job centre, the Crown Prosecution Service, local authorities,
a primary care trust, HM Prisons and many more.
All of the winners including both the Outstanding Public
Servant of the Year and the outstanding Public Services Team
of the Year will be announced at a glittering ceremony taking
place at the Grosvenor House Hotel, London on 10 May.

CIPFA has recently signed a strategic grant
agreement (SGA) with the Department for International Development
(DFID). The agreement commits DFID and CIPFA to raising CIPFA
members’ and students’
awareness of international development issues, particularly
the campaign to eradicate poverty in the developing world
and the role that finance professionals and sound financial
governance can play in meeting this aim.
The funding from this agreement will allow CIPFA to enhance
its international profile as an organisation committed to
institutional capacity building and the enhancement of the
skills and knowledge of public service practitioners globally.
As part of this project we want to identify the level of
awareness of CIPFA’s members and students of international
development issues. We also want to identify the extent to
which CIPFA members and their
employing organisations have been involved in initiatives
relating to corporate governance and capacity building in
developing nations, so that we can use such experience to
highlight the importance of financial governance and capacity
building for developing nations.

CIPFA has been invited to consider responding to the recent
consultation papers issued in respect of the above. The Welsh
Assembly Government is minded to revoke the Accounts and Audit
Regulations 1996 (S.I. 590) and replace them with a new set
of regulations that intend to provide a new and more effective
set of arrangements for local authorities. CIPFA's Audit Panel
will shortly be considering submitting a response and would
welcome input from others who may wish to contribute to the
Institute's response.

Arrangements are well in hand to stage the 2nd CIPFA in Wales
AGM and afternoon seminar on the 7th May 2004 in Llandrindod
Wells. Hilary Daniels, CIPFA’s President and Steve Freer,
Chief Executive have accepted invitations to attend and will
join CIPFA in Wales members in welcoming those individuals
who have been selected to serve as members of the Welsh Forum
for 2004/05.
A short afternoon seminar entitled "External Funding
and Partnerships" will complement the AGM on 7 May. For

The programme for the above which will specifically address
issues from a perspective appropriate for Wales has been finalised
and is planned for delivery in June. This year the conference
will concentrate on the Prudential Code for Capital Finance

CIPFA and the Office for Public Management have established
an independent commission to develop a common code of
good governance across all public services, with funding
from the Joseph Rowntree
Foundation. The commission is chaired by Sir Alan Langlands,
Principal and Vice Chancellor of the University of Dundee,
and former Chief Executive of the National Health Service.
Commissioners are drawn from the public, voluntary and
private sectors. The first round of consultation runs

Helen Kilpatrick, Director for Resources, County Treasurer
and Deputy Chief Executive, West Sussex County Council,
has been appointed by CIPFA’s Public Finance and
Management Board, as Chair of CIPFA’s Pensions
Panel. She takes over from Peter
Scales, Chief Executive of the London Pensions Fund
Authority.

CIPFA’s highest scoring graduates from 2003 were congratulated
by President Hilary Daniels at the Prizewinners’ Lunch
on 31 March. The winners were joined by representatives of
their employing organisations and colleges, as well as other
special guests including Vice-President Mike Barnes.

CIPFA is currently offering a series of workshops for students
sitting exams in June 2004. The workshops are being held in
Birmingham and Edinburgh, and run from 10.00am to 5.30pm.
The cost of each workshop is £65.00, which includes
refreshments and lunch.

As reported in January’s e-newsletter, the Office of
the Deputy Prime Minister (ODPM) is currently offering funding
for accountancy training, as part of a drive to improve financial
management skills in local government. The East Midlands Regional
Local Government Association (EMRLGA) successfully bid for
this funding, and the EMRLGA training scheme was launched
on 15 March with 12 trainees. An ODPM representative spoke
at the launch: CIPFA training is seen as an essential component
in its strategy to build capacity and continuously improve
performance in local government.
Other public sector organisations are also working in partnership
to establish CIPFA training schemes. Recent
launches include a scheme led by the Society of London Treasurers,
and a scheme offered jointly by the Metropolitan Police and
the London Boroughs of Islington and Hackney.

In early March the CIPFA Better Governance Forum published
the first in a series of risk management best practice
guidance documents, entitled ‘Risk Models’.
Further publications planned and in the pipeline are
Guidance on Risk Identification Methodologies, Risk
Analysis and Risk Mitigation.
The guidance is available free of charge to CIPFA Better
Governance Forum subscribers who can downloaded it from
the Forum's website www.ipf.co.uk/governance.
The CIPFA Benchmarking department has launched the
2004 Finance Benchmarking Clubs. Already there are 1,550

IPF is sponsoring a team of CIPFA Group staff to take
part in the Caledonian Challenge that involves completing
a 54 mile walk from Fort William to Loch Lomond in 24
hours to raise money for the
Scottish Community Foundation. The team of four must
raise £2,000 for charity in order to take part.
The team members are David Bentley, Abigail Gill, Jane
Hughes and Martin Mathers. They will be supported by
David Gray and John Plumb.

Following the success of the Seminar "m-Government
2004: Exploiting the potential of mobile technology",
the CIPFA e-Government Forum we will be holding a Site
Visit to BT's 'Innovation Centre' in Queen Anne's Gate
on the 4th May 2004, 10am to 4pm.
This visit will give delegates the opportunity to:
- Learn about 'NOMAD' - the national mobility project
from Ian Laughton and how it can help local authorities
- Hear from Simon Berlin on the experiences of LB Lewisham
in delivering their own Mobility programme
- See some of the technologies described at the Forum's
event in action - and how they can deliver benefits
to organisations and citizens
- Talk with BT Mobility specialists about delegates
own projects or needs, and identify the steps needed
to make their own project a
measurable success.

The CIPFA e-Government Forum and IT Competitiveness
and Advisory Network is organising a seminar on 28 April
in London that is aimed at e-champions, IT managers
and finance officers. By combining a range of expert
perspectives, analytical techniques and case study examples,
it is intended to show how e-Government business cases
can be built and managed to deliver tangible benefits,
while also responding to the policy concerns of different
public bodies.

are organising a two day workshop in central London
on 27/28 April aimed at Auditors, Investigators, Managers

On 26 April Steve Freer will receive a visit from the
Malaysian Auditor-General to discuss the roles and operations
of CIPFA and parallel arrangements in Malaysia.
The President will give her Presidential address to
the CIPFA in the Midlands AGM which is being held on
30 April in Worcestershire.
On 30 April, Steve will give a presentation on the
Balance of Funding Review at a seminar being arranged
by the Society of County Treasurers
at Warwick University.
Both the President and the Chief Executive
will attend the CIPFA in Wales AGM in Llandrindod Wells
on 7 May.
