CIPFA/ICEAW Integration: Regional meetings to take place ahead of member vote

CIPFA/ICEAW IntegrationFinal discussions between CIPFA and ICAEW concerning the proposed integration
of the two institutes are progressing positively. Subject to council meetings in early September, Special General Meetings are likely to be arranged for late October to make decisions on the proposals. Based on this timetable postal voting by members would begin in late September.

A series of regional meetings are taking place in September offering members and students the opportunity to clarify and discuss the proposals with key speakers including CIPFA’s president Diane Colley, vice president Caroline Gardiner and past president Mike Barnes, among other senior CIPFA representatives. Seeking CIPFA members with international experience

International workA case study booklet, funded by the CIPFA/DFID SGA, is being developed as a communication tool to promote to members the career benefits of undertaking International Development work. CIPFA therefore invites members with experience of working in the poorest developing countries, primarily in Africa and Asia, to be featured as case studies in the booklet. The role of the Finance Director in Local Government

The Local Government Policy Panel is currently overseeing an update to this statement in light of the Local Government Act 2003 and Local Government in Scotland Act 2003. The statement is also being updated, through the work of the Police Panel, for the particular circumstances of local authority police treasurers. The Police Panel would like to invite

New chair for the Central Government Panel

CIPFA is delighted to announce the appointment of Curtis Juman as the new Panel chair. Curtis succeeds Martin Sinclair who recently stepped down after four years to take over as chair of the Accounting and
Auditing Standards Panel.

Curtis Juman said: "I am delighted and looking forward to continuing to build on the excellent legacy of Martin Sinclair. This is a critically important time for the finance function. We have a vital role to play in
supporting the change and improvement agendas of departments and agencies throughout central government."

John Sandbach Memorial Award winner 2004

Katharine Spindler, a CIPFA financial management trainee from Hertfordshire County Council was awarded the 2004 John Sandbach award at a ceremony held recently at the CIPFA Education and Training Centre (CETC) in London. The award is presented to the CETC student achieving the highest marks at Diploma or P2 level of study in the CIPFA Professional Accountancy Qualification examinations.

Kirsten Gillingham, newly appointed chair of the CETC Governing Body, presented Katharine with the prize which was established in 2003 by the Governing Body in honour of its late chairman and CIPFA Council
member, John Sandbach.

CIPFA Diploma in Public Audit

CIPFA Diploma in Public AuditCETC is offering fresh courses for the CIPFA Diploma in Public Audit (DPA) starting in September 2005 at centres in London, Birmingham, Bristol and Edinburgh.

The DPA is a unique one-year public sector focused qualification, delivered through face-to-face tuition. The qualification is directly relevant to those new to auditing as well as more experienced auditors looking to formalise and extend their knowledge. Graduates of the CIPFA DPA can benefit from increased professional recognition following the recent confirmation of designatory letters DPA (CIPFA) and CIPFA Affiliate membership status.

CIPFA exam workshops

CIPFA, in conjunction with CETC, will be offering a series of workshops in the autumn to support students studying for December’s PAQ examinations. Each workshop will be based on a PAQ module and will focus on specific topics taken from the syllabus. While the main objective will be the development of good examination technique, the use of standard examination questions will give students the opportunity to clarify their understanding of certain concepts and techniques in each syllabus.

The one-day workshops will be delivered by professionally qualified tutors at a number of venues in the UK. All currently registered students have been sent a questionnaire asking for feedback on their preferred locations. Following analysis of this feedback, further details regarding the dates and topics will be available from Joanne on 020 7543 5621 or by emailing joanne.pashley@cipfa.org.

Improving Services to our Members

Conference for the Regions 2005The South East Region is delighted to be involved in the organisation of this year's Conference for the Regions and looks forward to welcoming delegates from the ten CIPFA Regions.

The programme includes a variety of workshops as well as plenary sessions. As with the 2004 Conference a facilitator will be involved to help shape discussions, identify key issues and capture action points for future implementation.

Local Authority Reserves

LASAAC has recently produced a draft paper entitled 'The Statutory Basis for Accounting for, and Disclosure of, Reserves in Local Authorities in Scotland'. The paper outlines disclosure requirements for reserves set against an explanation of the detailed legislative background which currently exists in Scotland. There were seven authorities covered in total, and the studies look at the governance arrangements, methods, frameworks and financial models they adopted in building and managing business cases for e-Government initiatives.

Councils increase spending on local services by 4.9% to £1,677 per head of population

Results published in the recent CIPFA Finance and General Statistics 2005-06 show that councils plan to increase spending on local services by just under 4.9% to £1,677 per head of population in England and Wales.

CIPFA/NAFAO Financial Assessments Benchmarking Club

This Club was first established in 2003, as a cooperative exercise between IPF and the National Association of Financial Assessment Officers. The intention was to combine NAFAO members’ knowledge of the assessment process, and IPF’s expertise in benchmarking, to produce useful and interesting comparisons of performance in this important and difficult area.
