for integration, which were distributed to them in late
September.
CIPFA members have until 9.00 am on Friday 21 October
to return their postal
votes. Alternatively they can vote in person at the
Special General Meeting taking place on Tuesday 25 October
at The Guildhall in London at 11am.
CIPFA’s council believes that the carefully designed
proposals are the right strategic response to trends
in the accountancy profession and is encouraging members
to vote in favour. Please ensure you use your vote to
make your opinion count.

The role of the local authority chief
financial officer (CFO) is essential to the future success
of local authorities challenged with delivering improved
and efficient services to local people. But how is the
CFO
role positioned within local authorities and is it able
to operate to maximum effect?
The Local Government Policy Panel has undertaken a
survey of CFOs which examines these questions. The results

The
first winner of the CIPFA Regional Website of the Year
Award is CIPFA in the Midlands (CIM) which, through
a series of initiatives, has doubled site activity during
the past year.
During this time the Region has consistently met the
challenge of providing new site content tailored to
the needs of its members. Its achievements have included
a secure area for regional council members to provide
dedicated content, a new section for students and a
downloadable document resource centre.

Circular 2/2005
The Scottish Executive has issued this circular to
replace Circular 1/2005. The Circular addresses public
performance reporting and provides direction to local
authorities in Scotland on the disclosure of trading
accounts and summarised accounts.

Local Government Finance Review
CIPFA in Scotland has been invited to assist the independent
Local Government Finance Review by giving oral evidence
to the Committee in Edinburgh on 27 October. CIPFA has

IPF has been helping police authorities
develop their self assessment and improvement framework
and this is now being seen as an important piece of
evidence in forthcoming inspections by HMIC (HM Inspectorate
of Constabularies). The emphasis is on clarifying the
vision, addressing critical issues, building consensus
and commitment and creating officer support that embeds
the desired culture.
