CIPFA Conference Webcast Now Live

The main conference sessions from CIPFA’s annual conference in Harrogate are now available to view live on our website at www.cipfa.org.uk/conference/index.cfm.

The conference programme tackled some of the biggest challenges confronting our public services with thought provoking contributions from some of the leading speakers in the field including Sir Michael Lyons and US Comptroller General, David Walker.

Early Closing Briefing

This briefing is intended as a brief introduction to the subject of Early Closing. With the current emphasis on continuous improvement in financial management in central government, early or faster closing is an important focus for better performance. This CIPFA briefing aims to provide an overview of the issues around early closing and to give the reader in central government some good practice advice derived from CIPFA's own work accross a range of different organisations in the public sector.

Central Government Annual Conference

CIPFA's 2006 Central Government Annual Conference will take place on 3 October.

The theme of the conference will be the four Ps - Pace, Passion, Pride and Professionalism - focusing on how to deliver the best value service from a diverse set of providers in central government. Mary Keegan, Head of the Government Accountancy Service, is confirmed as our keynote speaker and David Walker, editor of the Guardian's Public magazine, will rejoin us as our final speaker.

Health Panel Responses & Bulletins

A joint response, with the Social Services Panels, has been submitted to the Department of Health draft simplification plan.

A press release has also been issued in relation to the recent guidance to NHS Boards on The Role of Finance
Director (FD) in a Patient Led NHS.

Good Governance in Local Goverment

The CIPFA/SOLACE Joint Working Group has launched a consultation document, Good Governance in Local Government, which illustrates best practice for local authorities in developing and maintaining a local code of governance and making adopted practice open and explicit. The updated document takes account of the changes affecting local authority governance since the original framework ‘ Corporate Governance in Local Government : A Keystone for Community Governance ‘ was published in 2001.

Through the revised guidance, local authorities are being urged to test their structures against the principles contained in the Framework by :

  • Reviewing their existing governance arrangements against the Framework
  • Developing and maintaining an up-to-date local code of governance including arrangements for its ongoing application and effectiveness
  • Preparing a governance statement in order to report publicly on the extent to which they comply with their own code on an annual basis. This should include how they have monitored the effectiveness of their governance arrangements in the year and any planned changes for the coming period.

New Education & Training Director

CIPFA's new Education & Training Director, Adrian Pulham will take up his post at the Institute on 7 August. Adrian has worked previously for the Institute of Internal Auditors.

CIPFA Course Provision in South Wales

Following Glamorgan University's decision to close its CIPFA course CIPFA Education and Training Centre (CETC) will be stepping in and delivering courses from September onwards in central Cardiff under the name of CETC Wales. A consultation meeting was held for all students and employers on Wednesday 26 July 2006. All students studying the CIPFA qualification at the University will automatically transfer to the new CETC Wales.

New AAT Payroll Qualification

The new AAT Payroll qualification will be launched in Northern Ireland in September 2006. It will help you to develop the skills and knowledge required for payroll preparation and administration. This qualification will enable you to work in any area of payroll and is aimed at payroll administrators and managers who wish to develop their knowledge in this area.

New Course for Open Courses Programme

Finance for Non-Financial Managers - York, 20 & 21 September 2006, London, 11 & 12 October 2006

This course provides financial awareness to managers and budget holders who have been given financial responsibility but little, if any, training in financial management or budgetary control. The course is relevant to all staff involved in financial management.

Basic Bookkeeping - Chester, 12 & 13 September 2006

The aim of this course is to provide individuals new to finance (or those who will be joining finance in the future) with a basic practical knowledge of how to maintain financial records.

Accounting Standards for the Public Sector - Cardiff, 4 & 5 October 2006

This course provides participants with an understanding of the framework of UK financial reporting and how it sits in an international context. It will allow delegates to consider how the accounting standards have been reflected in SORPs, the RAM and FReM. Particular emphasis is given to problem areas and their application in practice. The course will be of benefit to financial accountants and controllers who use financial information or prepare financial accounts.

Improvement Network website relaunched with new tools for councils

The Improvement Network website focuses on supporting improvement in local authorities. It has been developed via a partnership between the Audit Commission, the Improvement and Development Agency (Idea), the Leadership Centre for Local Government and CIPFA. The site encourages self-improvement in public services and has undergone a major transformation following feedback from councils.

Visitors to www.improvementnetwork.gov.uk will now find a live site which is updated regularly to respond to emerging issues. They can also benefit from new and more practical Improvement Tools to help middle managers and service heads in local government improve local public services. Redesigned to make it more user friendly and easier to navigate, the Improvement Network contains case studies and examples of notable practice to guide councils through each of these areas.

In addition to the current content, themes such as transformational government and efficiency will be available over the coming months, reflecting current priorities in local government.



 


New Forum Supports Financial Literacy

IPF have launched a new forum, The Training and Development Forum for Service Managers – specifically designed for people working outside the finance function but responsible for delivering effective financial management alongside their service delivery role.

For local authorities, a crucial building block toward meeting the challenge of demonstrating effective use of resources is to provide operational managers with suitable skills and competencies in financial management. This has also been underlined by recent Audit Commission reports.

The Forum is designed to become an essential tool to assist with the personal development of all such service managers, with the ultimate benefit being the strengthening of their organisation’s internal financial management capacity.

IPF Consultancy works to transform DWP

IPF Consultancy is helping to deliver major improvements for Department for Works and Pensions (DWP) through the CIPFA FM Model by contributing to the Finance Transformation Programme. It is part of the largest Change Management programme in Europe.

The programme is intended to have a major impact as business and customer service transformations are introduced. As part of the programme, the DWP is looking to improve its financial management arrangements to achieve best practice standards.

All Party Group of MPs briefed by CIPFA Euro Advisory Service

Adrian Botham and Roman Haluszczak briefed the MPs group at Westminster on the nature of the CIPFA Euro Planning Template and the position of Euro Planning within our member authorities.

Barry Sheerman MP chair of the group was very pleased with what was provided and Vincent Cable of the Liberal Democrats described the template as a "hidden treasure" which could be used at a later date if the situation on UK euro entry were to change.

CIPFA Placements website now live

The CIPFA Placements website is now live with the website having far more impact and easier navigation. Feedback so far has been very positive.

The ‘Associate Arena’ page has also been re-arranged and is a password protected area allowing the download of timesheets, previous newsletters and associate briefing information as well as updates on current news and events.

Thoughts, opinions or even suggestions on how it can be improved further can be directed to either Joanna Stay or Camilla Hayes.

Social Care Benchmarking

Information Services has started work on the development of benchmarking clubs in social care and are piloting a benchmarking questionnaire for children's services.

It exams the cost of children looked after in a variety of settings including:

  • In-house residential care,
  • Independent sector placements, and;
  • Foster care

I.S. is also piloting a questionnaire for adults looking at learning disabilities and is aiming to launch both Clubs in the autumn.
