CIPFA Conference Programme Out Now

Digby Jones, the outspoken Director-General of the CBI will open this year’s CIPFA Conference on 16 June in Brighton. In a packed two-day programme other important speakers addressing the overall theme of “what next for public services?” include Charles Kennedy, Leader, Liberal Democrats, Michael Portillo MP, Nick Raynsford, Minister of State for Local and Regional Government and the journalists Andrew Rawnsley, Evan Davis and Martin Bell.

Paying for Local Government

CIPFA has been in the news recently as a result of the huge media interest in funding arrangements for local government. The CIPFA survey of council tax decisions for 2004/05, carried out for Radio 4's Today programme, has attracted very wide coverage following last year's hefty tax increases.

Public Servants of the Year Awards 2004 Finalists Announced

Look out for the 9 April issue of Public Finance magazine to learn the names of the 39 finalists who have been shortlisted to receive a Public Servant of the Year award at the prestigious ceremony on 10 May. Winners names will appear on the awards website after this date. In the meantime, the list of finalists will be announced on the website after 9 April.

Tickets to the Ceremony at the Grosvenor House Hotel on Monday 10 May 2004 are still available. Public Reporting and Accountability Awards 2004

Entries are in for the 3rd Public Reporting & Accountability Awards and the judging takes place on 22 April. As usual, the calibre of entries was exceptionally high making the judges' task a difficult one. The lucky finalists will be invited to the awards ceremony at the CIPFA Conference on Tuesday 15 June. Conference delegates are also invited to the ceremony to hear the winners announced. The awards sponsors, PriceWaterhouseCoopers are delighted to promote this scheme which encourages excellence in public reporting and which celebrates best practice organisations whose imaginative approaches help to achieve real advances in accountability.

CIPFA Member Recognised as Finance Director of the Year

CIPFA member John Matheson, Director of Finance for NHS Lothian, has won the Finance Director of the Year Award for Public/Not-For-Profit Organisations. John was presented with this prestigious award at a ceremony on Friday 27th February, attended by over 400 people from across the financial sector in Scotland.

John's achievement is excellent news for CIPFA, for the Health Service and specifically for NHS Lothian. This is the third year in a row that this award has been won by a prominent member of CIPFA in Scotland. Previous winners were George Black of Glasgow City Council in 2003 and Donald McGougan of City of Edinburgh Council in 2002.

Hearing Aid Council - Member/Chair Sought for Audit Committee

The Hearing Aid Council was established by the Hearing Aid Council Act 1968 to regulate the sale of hearing aids to the public by Registered Hearing Aid Dispensers.

The Council is a NDPB sponsored by the DTI and as part of a systematic programme of work to ensure compliance with its obligations it has set up an audit committee and wishes to appoint an independent accountant to serve on, and probably chair, the committee.

It is anticipated that there will be four or five half day meetings each year in Milton Keynes and an allowance of £189.50 is payable per meeting plus travel and incidental expenses.

Sir Harry Page Merit Award - Closing Date for Entries 8 April

Nominations for the 2004 Sir Harry Page Merit Award are invited until the closing date of 8 April 2004. The award is presented annually for technical excellence in the fields of public finance and accountancy. The award will be presented at CIPFA's 2004 Conference. Public Money and Management

CIPFA's policy journal, Public Money and Management, increases from four to five issues as from 2004, a reflection of increasing demand for the journal. CCAB Guidance on Anti-Money Laundering

The Consultative Committee of Accountancy Bodies (CCAB) has published guidance to accountants on the anti-money laundering sections of the Proceeds of Crime Act 2002 and the Money Laundering Regulations 2003. Read the document at http://www.ccab.org.uk. Section 27 of the report 'Non-Practising Accountants' is particularly relevant to CIPFA members.

   

Financial Reporting in the Health and Local Government Sectors

CIPFA Spectrum Issue Number 4

Spectrum is produced by the Policy and Technical directorate at CIPFA. Spring student workshops - book now!

In March, April and May, CIPFA is offering a series of workshops for students sitting exams in June 2004. The workshops are being held in Birmingham and Edinburgh, and will run from 10.00am to 5.30pm. The cost of each workshop is £65.00, which includes refreshments and lunch.

International students welcomed

CIPFA now has 40 students registered from Ghana. They are studying at the Institute of Accountancy Training in Accra and will take their first set of examinations in June 2004. December 2003 professional examinations

The December 2003 professional examination results have now been fully processed and finalised. The Examinations team posted results to 1,493 students (and to their employers and colleges) on 29 January (Professional 3) and on 5 February (Foundation, Professional 1 and 2). Students could access their results on-line from 8.00am on 30 January and 6 February respectively. Additionally, we received around 250 calls from students on a dedicated phone line that was available throughout both results days.

The full exam results were published in Public Finance and the P3 pass list also appeared in Accountancy Age and the Financial Times. The pass rates have been calculated and can be found on the CIPFA website at www.cipfa.org.uk/eandt/current/passrate.cfm.

CIPFA's Education and Training Director, Ken Gill, said: "Students have made great strides in passing 'challenging' subjects such as Audit, and I congratulate them on their success. It takes a team effort to achieve good results like these, so I would also like to thank colleges, employers and CIPFA staff for their contributions. Good luck for the June sittings!"

Prizewinners' Lunch

The annual event to honour the highest scoring P3 finalists and Advanced Diplomates will be held on 31 March this year at Robert St. The 2003 prizewinners and their employers are invited, along with the CIPFA President and other senior members. IPF sponsors Caledonian Challenge

Once again IPF will be sending a team of four people to complete a 54 mile walk from Fort William to Loch Lomond in 24 hours to raise money for the Scottish Community Foundation. IPF is sponsoring the team, but in order to take part they must raise £2,000 for charity.

Subsidised procurement training available from IPF Training

In order to encourage better procurement practice in local government, the ODPM is supporting procurement training being offered through the 4ps and IDeA by IPF's Training division.

The ODPM has also agreed to substantially subsidise this for those who undertake the programme before 31 March. As a result delegate places have been reduced from £333 per place to just £88 for District, Weak and Poor CPA rated authorities. For all other councils it will cost £175 per person.

IPF launches new service to housing professionals

IPF is expanding the range of services offered by the CIPFA Housing Advisory Network. The new service represents an impressive expansion to the current network as we are introducing the strategic housing management, housing finance and regeneration and community services streams, so that members will have access to training events and published documentation across these three streams of practice.

IPF Market Research Unit launches new Museums consultation service

IPF's Market Research Unit will be launching their Museums survey product 'MUSE (Museums User Surveys Evaluation)' at Easter 2004. It is a new consultation service that has been developed by museum staff and can be used to help with future marketing, planning and development of the museums service.

Employment law investigations

The CIPFA Better Governance Forum and the IPF Human Resource Performance & Improvement Network have joined forces with Bond Solon to bring you a two-day course that will give you a comprehensive understanding of how to carry out an internal investigation that is compliant with internal disciplinary procedures, ACAS codes, and that will produce evidence that would be admissible in criminal proceedings.

Counter Fraud

Personal Identity and Fraud has moved further up the political agenda and we are pleased to announce that John Baker, the Counter Fraud Advisor to the CIPFA Better Governance Forum is now the Vice-Chair of the Personal Identity Management Forum of the European Information Society. The website (http://www.ipf.co.uk/governance) has been developed further and now holds key documentation on Personal Identity issues, Anti-Money Laundering, Proceeds of Crime and a section dedicated to best practice policies and protocol. Out and About

The President, Vice-President and Chief Executive will meet with the chair of the Public Oversight Board for Accountants, Sir John Bourn, on 23 March for an initial discussion on the roles and responsibilities of the POBA.

The Chief Executive will attend the official launch of the new Graduate Training scheme on 29 March which has been set up by Hackney and Islington Local Authorities’ Senior Finance Management Teams and the Metropolitan Police Service, with support from CIPFA. The initiative has been developed to address current staff and skills shortage within the Finance and Accountancy profession and to help promote the public sector as an employer of choice.

The President, Vice-President and Chief Executive will join the annual Prizewinners Lunch on 31 March at Robert Street. This event celebrates the achievement of the top performing P3 students and the best performing Advance Diploma student.

The Chief Executive will attend the launch of a new policy development programme for NHS Chairs developed by the Warwick Institute of Governance & Public Management. The first event, "Payment by results - the new financial flows in the NHS" is being co-sponsored by CIPFA.
