SORP 2007 Invitation to Comment

The CIPFA/LASAAC Joint Committee have released the 2007 SORP Exposure Draft and Invitation to Comment for public consultation.The 2007 SORP will apply to accounting periods starting on or after 1 April 2007. The main proposed amendment concerns new requirements for accounting for financial instruments based on the new financial reporting standards FRS 25, FRS 26 and FRS 29.

Comments on the SORP are invited by 14 February 2007.

BVACOP Consultation on 'Total Cost'

A consultation paper on amendments to the non-Service Expenditure Analysis part of the Best Value Accounting Code of Practice (BVACOP) 2006 is now available to download from www.cipfa.org.uk/pt/consultations.cfm.

There was a separate consultation on the proposed amendments to the SEA part of BVACOP. This year the proposed amendments mainly arise from the removal from 2006/07 of the previous SORP requirement to make a capital financing charge (notional interest) in an authority's statement of accounts.

Postgraduate Diploma in Public Finance and Leadership - Inaugural Cohort Due to Sit Final Exams

The first cohort of senior civil servants on the Postgraduate Diploma in Public Finance and Leadership (PDPFL) programme, run jointly by CIPFA and Warwick Business School, are about to sit their final exams in late November and early December. Successful candidates become fully qualified members of CIPFA as well as receiving a Postgraduate Diploma from the university.

Local Government Finance Review

The Local Government Finance Review Committee, which was set up by Scottish Ministers to review local taxation in Scotland, has recently published its recommendations. CIPFA in Scotland contributed to this review, which you can read in its entirety at www.localgovernmentfinancereview.org.

CIPFA in Scotland has recently published a Guide to Local Government Finance in Scotland. The 2007 edition is the essential aid for anyone seeking to gain a general understanding of local authority finance in Scotland and is available from www.cipfascotland.org.uk.

Capital Planning and Option Appraisal

CIPFA's Local Government Directors of Finance Section, has produced a best practice guide for capital planning and option appraisal. The guide covers the Prudential Code, asset management planning, strategic capital planning and a general overview of option appraisal. Good Governance in Local Government

Making Shared Services Happen

Public services in Northern Ireland are now moving towards shared financial services. In this lunchtime event Rachel Owen, Financial and Management Accounting Manager, NHS Shared Business, will give a practical insight into setting up and operating a shared service centre. New PMPA Report

The next PMPA Report on Modernizing Governance: Red Flags, Trust and Professional Power by Andrew Massey and William Hutton, will be published on 1 December. The report explains why we need to look again at what it means to be a ‘professional’ within the networks that make, shape, and deliver policy. The report provides checklists of ‘red flags’ to help policy-makers detect, deter or disrupt malpractice and mismanagement. Enquiries to sandra.harper@cipfa.org

Supporting Local Councils in Addressing the Efficiency Agenda

Local authority managers can find out what they need to know about the efficiency agenda, and how to achieve efficiency gains, with help from a new resource launched on the Improvement Network.

The CIPFA Omnibus Survey

IPF Market Research is launching a new product – the CIPFA Omnibus Survey. The survey will be undertaken bi-annually, with the first set to take place in March 2007. Organisations can include their own questions in the survey and / or select questions designed by an expert steering group.

CIPFA Stats’ Workforce Survey

CIPFA’s Statistical Information Service is running its Workforce Survey for a second year and has plans for two new surveys in 2007 covering Procurement and Support Services.

A number of opportunities have arisen to contribute to CIPFA Stats working parties. Specialists in the areas of capital and treasury management, planning, environmental health and revenue collection are especially encouraged to apply but interests in any one of the topic areas would also be of use.

CIPFA Better Governance Forum - A Toolkit for Local Authority Audit Committees

This toolkit, due to be published on 30 November, has been produced to complement the Good Governance Standard, to build on the work already done by CIPFA and to reflect and enhance the guidance provided in its publication Audit Committees – Practical Guidance for Local Authorities.

CIPFA FAN Training and Development Forum for Service Managers

The latest CIPFA FAN course, Value for Money and the Service Manager, is a one-day workshop, designed for all non-financial service managers in local government who need to understand and demonstrate value for money in their management of resources. It will provide an overview of what the term Value for Money means and how it can be measured and improved. The workshop will be informal and interactive throughout and there will be plenty of time for discussion and to answer questions.

Out and about

Steve Freer will be speaking at a conference on 30 November in London which will look at the latest developments in the revision of the CIPFA/SOLACE Corporate Governance Framework.

The President will be attending a dinner which the Consultative Committee of Accountancy Bodies are hosting for members of the International Auditing and Assurance Standards Board on 4 December at Moorgate Place, London.

On 5 December, the Chief Executive will open the CIPFA Better Governnace Forum Risk Management Conference which is being held in London.

On 6 December, the Chief Executive will attend the launch of the Prince of Wales' new 'Accounting for Sustainability' project at St James's Palace.

The President and Chief Executive will attend the General Assembly of the Fédération des Experts Comptables Européens in Brussels on 6 December.

On 15 December the Chief Executive will attend a round table discussion organised by the Office of Government Commerce with the Chief Secretary to the Treasury on the developments, aims and issues surrounding the Government's ongoing efficiency programme.
