2007 Awards at CIPFA

The Public Finance Public Servants of the Year Awards 2007 - WINNERS ANNOUNCED!

Public Servants of the Year Awards

The seventh awards ceremony took place on Tuesday 16 October at the London Marriott Hotel, Grosvenor Square, hosted by Felicity Barr and Nicholas Owen. The Awards highlighted the contribution of dozens of individuals and teams from across the public services and celebrated the wonderful achievements of this year’s winners.

Frank Charles, a street warden in the London Borough of Waltham Forest, was named as the UK’s Public Servant of the Year. Mr Charles scooped the overall national prize after already winning the Frontline Worker of the year category earlier in the evening at the gala ceremony.

The London Borough of Tower Hamlets’ Independent Travel Training Team, a scheme encouraging children with special educational needs to travel to school on their own, won the prize for the Outstanding Public Service Team of the Year.

Children's Services Panel Response

The Panel is working on a revised Introductory Guide to Education Finance and preparing a further response to the DCSF proposals on school funding arrangements. Earlier responses are available from the panel website at:

Housing Panel Response

The Panel has prepared responses to two CLG consultations: Mechanism for setting Guideline Rents in Housing Revenue Account subsidy 2008-09 and 2009-10 and Commonhold and Leasehold Reform Act 2002: Regular Statements of Accounts and Designated Client Account. Delivering Good Governance in Local Government – Policing Guidance

In June, CIPFA in association with SOLACE published Delivering Good Governance in Local Government: The Framework. The Framework document is intended to be followed as best practice for developing and maintaining a local code of governance.

In order to assist police authorities and forces in England and Wales in meeting these requirements, CIPFA in association with the APA and ACPO has developed interim guidance which is available for free download at www.cipfa.org.uk/panels/police.

Guidance notes for Scottish and Welsh authorities are under development and will be published shortly.

Review of the Prudential Code

The Review of the Prudential Code is due to begin at the end of this year. The Treasury Management Panel has agreed that the key issues to be addressed are:

  • Review of current code and its implementation
    - Are there any implementation issues outstanding?
    - Is the Code generally working well?
    - Are there issues that need addressing that cannot be addressed through guidance?
  • A revised Prudential Code?
    - Is a revision to the Code necessary?
    - Does this need to be an updating of the Code or a full scale revision?

The extent of any revision to the Code would need to be determined by the outcome of the initial consultation exercise which will be conducted during January – March 2008 in order to fit in well with authorities own timetables.

The review will be launched at the Prudential Code Conference on 29th November 2007.

CETC South East Open Event

CETC at BoroughThe CIPFA Education and Training Centre (CETC) will be holding an open event at their London Bridge location on the afternoon of Wednesday 12 December. The event is open to any current or prospective CIPFA students and employers in the South East who may want to find out more about CETC courses and other services offered. The CETC South East Course Director and other staff will be on hand for an informal discussion and to answer questions. So whether you have a number of questions CETC can help with or just fancy popping in for a chat over some mince pies then make sure you put 12th December in your diary.

New Academic and Course Directors at CETC

New CETC DirectorsCETC has appointed Steve Daniels to the role of Academic Director. The new post was created as a result of CETC’s growth and expansion in recent years both in terms of course delivery venues and range of activities. Steve will be responsible for the academic leadership of all of CETC’s courses in the UK and internationally including their development, planning, resourcing and quality management.

Steve's former position as CETC South East Course Director will now be taken up by David Henderson who has been with CETC since 2003 as a Trainer and more recently Senior Trainer.

Gary Gilbert, Head of CETC, says: “Both Steve and David have an excellent track record with CETC already and so it is with great pleasure that I welcome them both to their new roles which are so important for our future development plans.”

CIPFA Wales Annual Conference 2007

PMPA One Day Seminar: ‘Making the Most of Academic-Practitioner Exchange’

The Public Management and Policy Association (PMPA), in association with the National School of Government and Public Money & Management, will be holding a one-day seminar on ‘Making the Most of Academic-Practitioner Exchange’ in central London on 5 December 2007. The event will draw on the debates in the current issue of Public Money & Management and discussions that have taken place in the PMPA/National School of Government 2007 Practitioner Exchange events on ‘Evidence-Based Policy-Making: What is Evidence and How to Use It?’

A new PMPA report on global auditing to be published 1 November 2007

The Public Management and Policy Association (PMPA) has brought the heads of the UK and USA government audit bodies together to discuss the future of public sector audit. The Comptroller and Auditor General of the USA says that auditor must “increase insight and facilitate foresight”. Instead of showing why things went wrong, this important new report explains how audit bodies can help to prevent policy disasters and improve the cost and quality of public services.

HRA Subsidy Analysis 2008-09

HRAWe would like to remind you that the provisional Housing Revenue Account Subsidy Determination for 2008-09 is due to be announced very shortly. Of course, the announcement of the allocation is only the starting point in terms of determining its full implication to your authority for the forthcoming year.

You will be interested to know that CIPFA have developed an analysis model to assist with interpreting what the determination really means to your authority, enabling you to better understand how your slice of the subsidy determination is constructed and most importantly, how this compares over time and with others.

Out and about

The Vice-President, Caroline Mawhood, will attend the CIPFA South East Dinner in London on 2 November.

On 5 November the President, Vice-President and Chief Executive will attend the CCAB Presidents Group which is being hosted by the Institute of Chartered Accountants in Ireland in Dublin.

The President has been invited to attend the Congress of German Public Auditors and the Fédération des Experts-Comptables Européens (FEE) Presidents meeting in Berlin on 7-8 November.

The President will represent the Institute at the International Federation of Accountants Seminar and Council meeting which is being held in Mexico City on 13-15 November.

Mike Barnes, the Honorary Treasurer, will attend a CIPFA South East welcome reception a Robert St on 15 November for all those who have recently been admitted to membership.

The Vice-President will give the Opening Address at the CIPFA in Wales Conference which is being held on 15-16 November at St Georges Hotel, Llandudno.

A graduation ceremony is being held at Robert St on 19 November for senior public servants who have recently qualified as CPFAs and passed the Postgraduate Diploma in Public Finance & Leadership qualification developed by the University of Warwick.

CIPFA will be hosting a dinner for the Presidents of the Consultative Committee of Accountancy Bodies and Sir David Tweedie on 19 November at Robert St.
