CIPFA/PDPFL Open Days

In 2005 CIPFA and Warwick Business School launched a new innovative programme which enables senior public servants to study simultaneously for the CIPFA Professional Accountancy Qualification and a Postgraduate Diploma in Public Finance and Leadership. With the next course starting in January 2008, CIPFA and Warwick Business School are offering anyone who may be interested a chance to find out more by attending a taster day at Warwick Business School on 26 September and an open day at CIPFA in London on 7 November.

The course is an excellent way to gain a professional finance qualification as well as develop corporate, strategic and leadership skills set against the backdrop of today’s rapidly changing public services.

Revision Courses

For students intending to sit exams in the December sitting for the CIPFA Professional Accountancy Qualification, CIPFA Education and Training Centre (CETC) are offering a comprehensive programme of revision courses for students to attend. These are open to all CIPFA students, are typically two day’s in duration and give students an opportunity to reinforce their knowledge of the module and practice exam technique. The programme of revision courses can be seen on the CETC website: www.cetc.org.uk.

Accounting for The Common Good: A Guidance Note for Practitioners

LASAAC has released draft guidance on accounting for the common good in Scotland for consultation. The document has been released on conclusion of the Committee's project which seeks to bring consistency to how the common good is accounted for. Although the guidance is aimed at finance practitioners, LASAAC welcomes comments from all those with an interest in the common good. Comments should be submitted by email by Friday 2nd November 2007 to lasaac@cipfa.org.

CIPFA in Scotland Awarded Scottish Executive Tender

CIPFA in Scotland has been awarded the contract for the Design, Development and Delivery of Financial Management Skills Training in the Scottish Executive. CIPFA in Scotland has previously delivered a number of in-house training courses as well as consultancy assignments for the Executive, and the award of this tender will develop further the working relationship between the two organisations.

Local Authority Transport Infrastructure Assets

CIPFA has conducted a review of the accounting, finance and management mechanisms in relation to infrastructure assets. The report, which is presently being consulted upon, proposes changes which will impact on local authority asset management planning. Improvement through Change – Essential Lessons for Public Bodies

CIPFA Wales Annual Conference 2007

The theme for this year’s CIPFA Wales Annual Conference “Times they are a’ changing” will reflect on the new challenges that a coalition government will pose and provide a quality opportunity for conference delegates to consider the issues as they affect their own organisations and their personal contribution to shaping and delivering services over the foreseeable future.

The Finance Directors’ Forum

CIPFA is participating in the 10th Finance Directors’ Forum taking place from 31 October - 3 November 2007 on board P&O’s Aurora. This unique event allows up to 200 senior finance professionals to meet and network with prospective suppliers and peers, participate in a first class conference programme and keep abreast of key issues.

Attendance is by invitation only and is free of charge. Delegates can:

  • Build their own bespoke conference agenda, including CPD accredited sessions

Carbon Reduction Commitment Scheme

Defra is inviting public sector finance professionals to comment on the proposed Carbon Reduction Commitment (CRC) scheme. The CRC is a new emissions trading scheme targeting large non-energy intensive public and private sector organisations, such as banks, supermarkets, government departments and local authorities, with the aim of reducing carbon emissions and encouraging energy efficiency. The system will be auction-based and will require organisations to purchase and retire allowances corresponding with their annual carbon emissions.

The consultation is running until 9 October 2007. Additional background information, the consultation paper and a Regulatory Impact Assessment can be accessed from the Defra website.

Global Leadership Conference – Call for Papers
John Rayment and Jonathan Smith, CIPFA lecturers at Anglia Ruskin University are organising a Global Leadership Conference, to be held in March 2008. The organisers are now calling for outline proposals for papers and other contributions e.g. guest speakers, lecturers, text books, papers, and lecture and topic notes. They are also keen to receive views on the scope and content of the programme from individuals and from other universities interested in collaboration.

Financial Management Matters

The Audit Commission’s use of resources 2008 assessment will look for evidence that councils ‘have a regular training programme providing training on financial issues for members and relevant non-finance staff’ in 2007/08 (KLOE 2.2, Level 3). Users of the CIPFA Financial Management Model have reported that their assessments have highlighted the need to strengthen financial literacy by providing training to support service managers in relation to their financial management responsibilities.

As we anticipate the financial challenges of CSR 2007, service managers have an increasingly critical role to play in delivering and demonstrating improvements in efficiency and value for money. But, where to start? www.cipfanetworks.net

CIPFA FAN Training and Development Forum

This forum has been developed specifically to support service managers in local government in developing the necessary competences to enable them to fulfil the financial management aspects of their role.

CIPFA/SOLACE New Governance Framework

CIPFA/SOLACE launched the new Governance Framework for Local Authorities in June 2007. The framework sets out new standards of governance for public services by outlining core values and principles to adhere to. It also introduces a new reporting requirement in the form of an Annual Governance Statement (AGS).

The FAN's new rough guide document is available for free download from its website by subscribers to the network.

The President will be attending the CIPFA European Branch Annual Seminar in Brussels on 3 October.

The Chief Executive will be speaking about the Lyons Review at the IRRV Conference in Brighton on 9 October, and about CSR 2007 at the SOLACE Conference in Cardiff on 10 October.

The President will attend the North West and North Wales Region's Annual Dinner on 12 October. He will also attend the CIPFA North Eastern Region Seminar in York on 18 October.

The President, The Chief Executive and the Commercial Services Managing Director, John Saunders, are visiting Canada in the week commencing 29 October to review the progress of the recently ewsbalished CIPFA courses in Canada and to discuss with public finance practitioners the development of further CIPFA services in Canada.
