In 2005 CIPFA and Warwick Business School launched a new innovative programme which enables senior public servants to study simultaneously for the CIPFA Professional Accountancy Qualification and a Postgraduate Diploma in Public Finance and Leadership. With the next course starting in January 2008, CIPFA and Warwick Business School are offering anyone who may be interested a chance to find out more by attending a taster day at Warwick Business School on 26 September and an open day at CIPFA in London on 7 November.

The course is an excellent way to gain a professional finance qualification as well as develop corporate, strategic and leadership skills set against the backdrop of today’s rapidly changing public services.
For students intending to sit exams in the December sitting for the CIPFA Professional Accountancy Qualification, CIPFA Education and Training Centre (CETC) are offering a comprehensive programme of revision courses for students to attend. These are open to all CIPFA students, are typically two day’s in duration and give students an opportunity to reinforce their knowledge of the module and practice exam technique. LASAAC has released draft guidance on accounting for the common good in Scotland for consultation. The document has been released on conclusion of the Committee's project which seeks to bring consistency to how the common good is accounted for. Although the guidance is aimed at finance practitioners, LASAAC welcomes comments from all those with an interest in the common good. Comments should be submitted by email by Friday 2nd November 2007 to lasaac@cipfa.org.

CIPFA in Scotland has been awarded the contract for the Design, Development and Delivery of Financial Management Skills Training in the Scottish Executive. CIPFA in Scotland has previously delivered a number of in-house training courses as well as consultancy assignments for the Executive, and the award of this tender will develop further the working relationship between the two organisations.
CIPFA has conducted a review of the accounting, finance and management mechanisms in relation to infrastructure assets. The report, which is presently being consulted upon, proposes changes which will impact on local authority asset management planning. Defra is inviting public sector finance professionals to comment on the proposed Carbon Reduction Commitment (CRC) scheme. The CRC is a new emissions trading scheme targeting large non-energy intensive public and private sector organisations, such as banks, supermarkets, government departments and local authorities, with the aim of reducing carbon emissions and encouraging energy efficiency. The system will be auction-based and will require organisations to purchase and retire allowances corresponding with their annual carbon emissions.
The consultation is running until 9 October 2007. Additional background information, the consultation paper and a Regulatory Impact Assessment can be accessed from the Defra website.

Global Leadership Conference – Call for Papers
John Rayment and Jonathan Smith, CIPFA lecturers at Anglia Ruskin University are organising a Global Leadership Conference, to be held in March 2008. The organisers are now calling for outline proposals for papers and other contributions e.g. guest speakers, lecturers, text books, papers, and lecture and topic notes. They are also keen to receive views on the scope and content of the programme from individuals and from other universities interested in collaboration.
