Ozzie rules for Barnett?
In a submission to a House of Lords select committee, CIPFA has suggested that controversy surrounding the Barnett Formula might be avoided if the formula's maintenance, development and review were placed in the hands of an independent body, similar to the Australian Grant Commission.
Steve Freer said: 'The level of controversy over the application of Barnett has been increasing since devolution. However, the current system imposes a firm financial discipline and within the current economic climate this is needed more than ever. An independent body to oversee the development of the formula might help bolster confidence in this important funding mechanism'.
