120th anniversary conference returns to its founding city of
Manchester in 2005. The conference attracts in the region of
1,000 senior finance professionals and the programme for the
conference will be available in February 2005.

PUBLIC SERVANTS OF THE YEAR AWARDS 2005
These prestigious awards, run by Public Finance magazine
in partnership with the Chartered Institute of Public Finance
and Accountancy (CIPFA) the Cabinet Office and the Office
of Government Commerce, seek to recognise and reward excellence
and outstanding achievement displayed by individuals and teams
from Britain’s 4 million public sector workers.

Volunteers needed
We need to recruit additional scrutineers to mark the award
entries. Are you a professional with public sector experience
able to volunteer up to nine hours of your free time for this
activity? If so, we would love to hear from you. The scrutineering
process takes place between mid-December and mid-January –
so you may need to mark entries over the Christmas holidays.
Scrutineering is rigorous but rewarding work, which if often
regarded as an enjoyable and challenging learning experience
in itself. The work is unpaid, but you will receive an invitation
to the ceremony at the Grosvenor House Hotel on London’s
Park Lane on 21st April 2005 and travel expenses will be covered.

Want to attend the awards ceremony in April 2005?
The winners will be revealed on the evening of Thursday 21
April 2005 at the awards ceremony, which will be hosted by
Dermot Murnaghan and Mary Nightingale. The ceremony will celebrate
the 5th anniversary of the awards and will be held at the
prestigious Grosvenor House Hotel on London’s Park Lane.
Tickets are available to individuals, teams and organisations
that want to enjoy this glittering occasion. Companies wishing
to entertain public sector clients will find this setting

Changes to Housing Benefit
7 December 2004, London
Aimed at senior and mid-level finance staff in council
housing and benefits departments, this course evaluates
the new regulations for funding and processing housing
benefit, provides a valuable benchmarking opportunity
for delegates and gives practical guidance on how to achieve
best practice. Speakers are drawn from central government,
regulatory bodies and practitioners, ensuring a balanced
and useful technical offering from the CIPFA stable of

Social Services Finance:
Current Budget Issues
26 November 2004, London
Taking as its starting point the 2005 budget, the day
will cover budgeting and organisational issues from both
a Department of Health and, crucially, given the children’s
budget, the Department for Education and Skills perspective.
It will then move on to ask what the current real budget
pressures are and will suggest tactics for preparing for
and coping with them. The day is aimed at finance team
members from local authority social service departments,
and their counterparts in the health service. Over 100
delegates have already registered to attend.

The CIPFA Local Government
Finance Settlement Seminar
9 December 2004, London
This annual seminar looks in detail at the Government’s
proposals for 2005/2006. It is aimed at the most senior
finance professionals from all local government organisations
in England and Wales. An audience of around 150 is expected.

Current Developments in Police Finance
29 November 2004, London
This course is designed to give an update on policy developments
and how they impact on the finance function in police
bodies. Senior representatives from the Home Office, Association
of Police Authorities, Association of Chief Police Officers
and HMIC are complemented by practitioners, such as Finance
Director Alan Williams, to deliver a comprehensive course
that will explore the technical issues arising from policy
changes over the last year. The day will be attended by
around 100 finance professionals working in police authorities
and forces and other senior staff who wish to familiarise

The CIPFA Conference on Strategic Financial
Planning and Capital Investment
15 December 2004, London
Chaired by Maureen Wellen, CIPFA’s Assistant Director
for Local Government Finance and Policy, speakers will
include Jay Walder, Managing Director of Finance and Planning,
Transport for London, and Robert Lee, Chairman of the
Royal Institution of Chartered Surveyors’ Local
Government Policy Panel. This event is aimed at senior
finance team members from all local government organisations
in the UK, and is about creating and implementing robust
financial plans in order to take full advantage of new
capital freedoms. An audience of over 100 is expected.

Services Finance Conference
18 – 19 November 2004
Building on the success of previous events this
conference promises a prestigious line up of invited speakers
to present issues of national and strategic importance which
impact on the Welsh public sector scene. The conference is
aimed at senior public sector managers and decision makers
and enables them to focus on the bigger picture.
To support the event, an exhibition area has been reserved
as well as the opportunity for involvement in workshop sessions,
which will form part of the conference programme. Building
upon the success of the 2003 event the CIPFA in Wales Annual
Dinner will remain a feature of the overall event when a number
of distinguished guests will be invited to join the delegates

CIPFA in Scotland Annual Conference & Exhibition
10 & 11 March 2005, Glasgow
The CIPFA in Scotland Annual Conference & Exhibition is
the flagship event for Scottish public services. The 2004 conference

Conference for the Regions 2005
15 - 16 September 2005, Hilton London Docklands Hotel
The nine regional organisations of CIPFA, spanning across
the UK, Republic of Ireland and the Channel Isles, take it
in turn to host the annual Conference for the Regions. This
national event enables members and non-members from across
the Regions to discuss issues of mutual interest, as well
as identifying major issues to be considered.
The Conference attracts approximately 100 influential delegates
representing the full range of public sector organisations,
including local government, central government, audit, health
service and education. Delegates include chief executives,
directors of finance, heads of internal audit and other senior
executives.
