The Application of the CIPFA Prudential Code of Practice for Capital Finance: guidance for practitioners

Comprehensive Performance Assessment for District Councils
11 March 2004 - London

This seminar will cover all those aspects of financial accounting, planning and management which will have to be considered when applying the Prudential Code. It is expected to attract about 200 senior finance professionals and managers from the majority of English local authorities. Read more
This course is intended for all finance professionals involved in the CPA process within English district councils, and their heads of department. The process will be addressed from a variety of perspectives, including the Audit Commission view, a district council case study and a housing department's point of view. We anticipate an audience of between 100 and 150.

Financial considerations for e-learning projects
5 March 2004, Birmingham
RSL Asset Management - A Finance Perspective
Spring 2004, London

Over 100 finance professionals and project managers working in further and higher education institutions are expected to attend this event. It will deal with the practical and financial issues met in project managing e-learning provision.
Asset management is a key issue for registered social landlords. This course will consider six of the major themes, including investment in development funding, evaluating stock options and partnerships. Around 80 senior finance staff from RSLs throughout the UK are expected to attend.

Major Events for 2004

CIPFA in Wales Annual Public Services Finance Conference

Please note that the dates for the CIPFA in Wales Public Services Finance Conference are now 18 - 19 November 2004 - venue remains the same.

This two day residential event will take place at the Vale of Glamorgan Hotel on the 18-19th November 2004. Building on the success of previous events this conference promises a prestigious line up of invited speakers to present issues of national and strategic importance which impact on the Welsh public sector scene. The conference is aimed at senior public sector managers and decision makers and enables them to focus on the bigger picture.

To support the event, an exhibition area has been reserved as well as the opportunity for involvement in workshop sessions, which will form part of the conference programme. Building upon the success of the 2003 event the CIPFA in Wales Annual Dinner will remain a feature of the overall event when a number of distinguished guests will be invited to join the delegates in celebration of another successful year.

A corporate brochure will shortly be available outlining opportinities to exhibit, provide workshops and sponsor the Conference. Northern Ireland Grant Skills Training

CIPFA/IPF Northern Ireland is now offering an accredited Grants Skills Training Programme. The innovative course, scheduled to begin in January 2004, is aimed at staff with front-line responsibility for assessing grant applications and managing grant awards and covers a range of finance, finance-related and personal effectiveness modules.

Diploma in Public Audit

CIPFA/IPF Northern Ireland recently won the contract to deliver the new CIPFA Diploma in Public Audit to Internal Audit trainees in Central Government Departments. This new qualification is an innovative CIPFA qualification which aims to underpin the quality of modern audit services by offering a high standard training and qualification programme for audit practitioners.

The Diploma was launched on 3 November with 12 trainees from various Government Departments. CIPFA/IPF Northern Ireland will be starting another programme of training in March 2004 which will be open to trainees from Central Government and across the public sector.
