The website for CIPFA members has been re-launched. The new site
features improved navigation and easier access to membership lists
which are now available in print-friendly format. The online
version of Spreadsheet magazine has also been revamped and
features photographs from the printed magazine, clearer
categorisation of articles and access to past issues online.

The CIPFA 2003 Conference & Exhibition takes place in Harrogate
from 10-12 June. This year's Conference theme - 'On the Front
Line - adding value, making it work' - aims to be topical and
to have wide appeal to all of the constituencies who share a
passionate interest in the health and success of our public

Last Autumn CIPFA issued for consultation draft guidance on
the treatment of reserves and balances. As a result of the many
comments received, a new guidance note has been published. LAAP
bulletin 55 applies to all UK local authorities for budget processes
beginning on or after 1 April 2003. The bulletin is available
for download from the website.

CIPFA met with the DTI at the beginning of February to discuss
its application for RQB status under the Companies Act.
This will enable CPFAs who undertake a course of theoretical
instruction and practical experience to become registered
auditors. The meeting was positive and DTI officials had a
small number of items that CIPFA needs to satisfy the DTI on
before CIPFA’s application is recommended to the Secretary
of State.

The DTI has announced a merger between the Financial
Reporting Council (FRC) and the Accountancy Foundation to form
a single regulator for the accountancy profession. As a member
of the CCAB, CIPFA will be involved in discussions with the DTI
in the lead-in period to the establishment of the new regulator.

The Sir Harry Page Merit Award is made annually
by the Institute for an outstanding piece of technical work focusing
on public finance. Entries for the 2003 awards are now being invited.

The Tom Sowerby Award is given annually for outstanding service
to CIPFA students. There is an open nomination process and the
winner is chosen by a panel of CIPFA members and students. Nominations
must be made on the official nomination form which is available
for download from the website.

The CIPFA Education and Training Centre (CETC) and
Hull University Business School (HUBS) have developed an MSc in
Strategic Financial Management. The syllabus and assessment requirements
of the new MSc are closely linked to CIPFA's Professional Accountancy
Qualification (PAQ), such that both qualifications may largely
be attempted at the same time. The course will be delivered by
a mixture of college tuition and home study. It will take place
at CETC's premises in London and start in the summer.

The new National Student Forum had its second meeting on 14
January. The group co-opted a member of the Association of CIPFA
Lecturers (ACIPFAL) and are hoping to achieve a high profile for
students at the June ACIPFAL conference in Cardiff. Over the next
few months, Forum members will be contributing to a number of
student events, including NHS recruitment fairs and the Career
Day at CIPFA’s Annual Conference in Harrogate.
