CIPFA introduces Mandatory CPD

CIPFA members endorsed the introduction of mandatory CPD for all working members at their AGM on 12 June. The new arrangements will begin to be phased in with effect from 1 January 2005. CIPFA's new President, Hilary Daniels, said:

'The big challenge now is to ensure that we provide an excellent support service to make absolutely sure that participation in our new CPD scheme is a positive, value-adding experience for all members.'

CIPFA AGM 2003

At CIPFA's AGM on 12 June in Harrogate, outgoing President Roger Tabor handed over office to Hilary Daniels, Chief Executive of West Norfolk PCT, for the Institute year 2003/04; she in turn welcomed Mike Barnes, Head of Technical Development at the Audit Commission, as Vice-President. Voluntary Treasurer required by Worthing based charity

Worthing Council for Voluntary Service (WCVS) is seeking a voluntary Treasurer to join its Board of Trustees. The position would entail an average time requirement of four hours per month. Honorary Treasurer required by Sussex based charity

Action in rural Sussex, a charity founded in 1931, works to provide support for the rural populations and economy of Sussex. 2003 Conference review

This year's conference took place in Harrogate from 10 to 12 June and attracted many high profile speakers who provided the delegates with insightful speeches addressing the overall theme of 'on the front-line: adding value - making it work'. The conference attracted a senior audience of public sector finance professionals, managers and non-executives and a great number of companies to the associated exhibition. We also welcomed 30 overseas delegates to the conference.

The National Student Forum was launched at the Career Conference on 11 June and a record number of students and newly qualified members attended. We welcome these newest members of CIPFA and hope to see them again at many conferences to come.

2003 Winners announced

Winners of the 2003 CIPFA/PricewaterhouseCoopers Public Reporting and Accountability Awards were announced at the CIPFA Annual Conference in Harrogate on 11 June. The overall winner was the Driving Standards Agency which was commended for its transparent and accessible reporting techniques. PMPA Lecture: 'Minimising the danger of failure while encouraging risk'

Tim Brighouse, London Schools Commissioner and formerly Chief Education Officer, Birmingham, was the guest speaker at this PMPA lecture on 24 June in London. Tim explored the differing nature of major change and more modest innovation and how they are best handled. Details of previous and forthcoming events may be found on the PMPA website.

Investigation and Discipline Board
(IDB) Scheme

CIPFA Council has approved the new IDB scheme allowing CIPFA professional disciplinary cases deemed to be of high public interest to be 'called in' for independent adjudication. A 'plain English' explanation of the scheme will be published
on the Professional Conduct website pages when the scheme comes into effect later in 2003.

Public Money & Management

Sandra Nutley, Deputy Editor of CIPFA’s journal Public Money & Management, has been appointed Professor of Public Policy and Management at the Department of Management at the University of
St Andrews. Sandra will continue to co-direct both the Centre for Public Policy and Management and the ESRC Research Unit for Research Utilisation alongside Professor Huw Davies. For information about submitting articles to Public Money &

Long-serving Scottish volunteer wins Tom Sowerby Award

CIPFA is pleased to announce that the 2003 winner of the Tom Sowerby Award for Outstanding Service to Students is Kevin Digges of East Dunbartonshire Council.

Kevin is well respected for his work with the Scottish Students’ Society where he has carried out a number of roles including Chairman and Honorary Secretary. Kevin is now a full member of CIPFA in Scotland’s Executive Committee.


National Student Forum

The National Student Forum (NSF) held meetings in Nottingham and Newcastle in May and hosted the Career Conference at CIPFA's Annual Conference in Harrogate on 11 June. Online resources for students

The E-learning Working Party reconvened in June to consider the development of a long term e-learning strategy. As part of the development work, an in-depth investigation of e-learning successes will be undertaken.


Key changes to E&T Directorate team

Frank Garvey has joined the Education & Training (E&T) Marketing and Communications section as Head of Business Development. Frank used to work for Public Finance, and his experience will be much appreciated by his new colleagues. Meanwhile, in the Educational Support Services section, Donna Reed will now be known as Assistant Director.



IPF shows its support for the
Caledonian Challenge

Once again IPF will be walking the 54 miles of the West Highland Way to raise money for the Scottish Community Foundation. Last year £2,141 was raised: this year Robert Hogg, Karyn Jackson, Charlotte Armstrong and Martin James are intending to raise even more. New publication launched by CIPFA
e-Government Forum

The CIPFA e-Government Forum launched a new publication entitled ‘e-Business Fundamentals’ at the BT Tower on 4 June. The book has been edited in collaboration with Brunel University to support managers and students in getting to grips with life in the e-enabled organisation. Out and about

The recently appointed President, Hilary Daniels, will be attending the ACIPFAL Conference on 26 June, together with the Chief Executive who will address delegates on CIPFA's Development Strategy and take part in the Open Forum.

The Chief Executive is attending and chairing a number of sessions at the new Leaders in Finance programme which CIPFA and the Warwick Institute of Governance and Public Management are running from 23 to 27 June.

 

CETC training rooms for hire

The CIPFA Education and Training Centre in London has a number of training rooms which are available for hire. The centre is in Borough High Street and easy to reach via public transport - it is opposite Borough tube station (Northern Line) and only 8 minutes walk from London Bridge mainline station. Tea and coffee facilities are available and on-site catering can be arranged at cost.
