CIPFA members endorsed the introduction of mandatory
CPD for all working members at their AGM on 12 June. The new arrangements
will begin to be phased in with effect from 1 January 2005. CIPFA's
new President, Hilary Daniels, said:
'The big challenge now is to ensure that we provide an excellent
support service to make absolutely sure that participation in our
new CPD scheme is a positive, value-adding experience for all members.'

Worthing Council for Voluntary Service (WCVS)
is seeking a voluntary Treasurer to join its Board of Trustees.

This year's conference took place in Harrogate from 10 to 12 June
and attracted many high profile speakers who provided the delegates
with insightful speeches addressing the overall theme of 'on the
front-line: adding value - making it work'. The conference
attracted a senior audience of public sector finance professionals,
managers and non-executives and a great number of companies to the
associated exhibition. We also welcomed 30 overseas delegates to
the conference.
The National Student Forum was launched at the Career Conference
on 11 June and a record number of students and newly qualified
members attended. We welcome these newest members of CIPFA and
hope to see them again at many conferences to come.

Tim Brighouse, London Schools

CIPFA Council has approved the new IDB scheme
allowing CIPFA professional disciplinary cases deemed to be
of high public interest to be 'called in' for independent adjudication.
A 'plain English' explanation of the scheme will be published
on the Professional Conduct website pages when the scheme comes
into effect later in 2003.

been appointed Professor of Public Policy and Management at
the Department of Management at the University of
St Andrews. Sandra will continue to co-direct both the Centre

CIPFA is pleased to announce that the 2003 winner
of the Tom Sowerby Award for Outstanding Service to Students
is Kevin Digges of East Dunbartonshire Council.
Kevin is well respected for his work with the Scottish
Students’ Society where he has carried out a number of roles
including Chairman and Honorary Secretary. Kevin is now
a full member of CIPFA in Scotland’s Executive Committee.

The E-learning Working Party reconvened in June to
consider the development of a long term e-learning strategy.
As part of the development work, an in-depth investigation
of e-learning successes will be undertaken.

of Business Development. Frank used to work for Public Finance,
and his experience will be much appreciated by his new colleagues.
