CIPFA Launches New ‘Leading Edge’ Educational Package

CIPFA is about to launch a new ‘leading edge’ approach to life long learning and development. The educational package consists of a new Professional Accountancy Qualification, a new Continuing Professional Development (CPD) Scheme and the adoption of mandatory CPD. The new Professional Accountancy Qualification has been developed with all key stakeholders, including employers, members, student members and colleges.

Prudential Code Update

The Institute Council on 11 September approved the CIPFA Prudential Code for Capital Finance in Local Authorities. The Code is in the process of being published and will be available in early October. Its implementation in England, Wales and Scotland depends on legislation.

International Development Manager

Following on from CIPFA’s strategic grant agreement with the Department for International Development (DfID), Christine New has been appointed to the post of Manager (Development Assistance) and commences with CIPFA on 1 October.

 

Assistant Director - Central Government and Health

Tom Lewis, currently Deputy Director of Finance at Warden Housing Association, has been appointed Assistant Direcor, Central Government and Health and commences at the beginning of November. His appointment is designed to improve CIPFA's presence and profile in these important sectors and will strengthen the capacity of CIPFA's Health and Central Government Panels.

New CIPFA Panels

The July meeting of CIPFA’s Public Finance and Management Board approved the creation of two new CIPFA Panels covering Charities and Information Technology. The new Panel Chairs are (for Charities) Chris Harris, Director of Finance and Resources, Action for Blind People and (for Information Technology) Chris Hurford, Associate Director, Audit Commission. Further details will appear in October’s edition of Spreadsheet. Details will also be made available on the website.

CETC Sets up CIPFA Course Provision in East Scotland

The CIPFA Education and Training Centre (CETC) is opening its fourth branch, and will be the new course provider in Edinburgh. CETC was invited to take over East Scotland course provision after the withdrawal of Napier University, although Napier will continue to honour its commitment to existing students.

CETC’s courses will begin with Foundation on 29 September 2003, and there will be revision courses in November 2003. In 2004 the Centre will offer a full range of modular courses leading to all levels of the Professional Accountancy Qualification (PAQ). CETC also intends to offer courses leading to other qualifications, such as the new Diploma in Public Audit.

Statement of Expertise Goes Online

The Statement of Expertise is a document setting out the skills and knowledge expected of CIPFA members 5-10 years after qualification. It is the template against which the new PAQ has been designed and developed. The latest version is now online at http://www.cipfa.org.uk/members/expertise.cfm.


Online Study Lounge a 'hit' with Students

Since the launch of the Study Lounge on our website, we have seen an increase from 6000 hits in June to over 27000 in July. The Study Lounge can be found at the following address, and students can gain access using their contact numbers: http://www.cipfa.net/eandt/studylounge.

In addition to their printed Open Learning Material (OLM), registered students can now view an online version of the material via the Study Lounge. This service aims to help students study at their convenience, and will also be a useful way of supplying updates. However, students must purchase the printed OLM in order to gain access to the online version.


The P3 Development School 2003
17 October, London

This day-long event is aimed at all P3 students and will consist of a management game with group role-plays and interactive questions. Students will also have the opportunity to get some top tips from examiners and a number of guest speakers.

Providing Support with Capital Finance Reforms

IPF’s Finance Advisory Network (FAN) and Training Division supports local authorities with the radical reform of Capital Finance that the Office of the Deputy Prime Minister (ODPM) is currently considering. Prudential Code

Early Closing?

Building on the successful series of workshops in January, the Finance Advisory Network’s November Series will continue to support councils in their preparation for the earlier closure of their accounts.

IPFA are currently undertaking a survey to see how successful councils have been in bringing forward their close down timetable for 2002/03. Results of the survey will be presented as part of the November events and will be included within the report sent to subscribers after the series.


Integration of Service Planning and Three Year Budgeting

The CIPFA Scottish Directors of Finance Section has produced volume two of their guidance on the Integration of Service Planning and Three-Year Budgeting. This is now available through the Finance Advisory Network at a charge of £95.
