The Health and Social Services Panels have
commissioned a study that will provide guidance on the financial
issues emanating from Government policy on long term care
of the elderly.
It is hoped that the guidance will be published

The Local Authority Accounting Panel will
meet at the end of September to consider proposed amendments
to the 2003 Best Value Accounting Code of Practice (BVACOP).
The main area of
change is likely to be as a result of the possible early
adoption of FRS 17 in the SORP. Other changes include those
relating to the Supporting People Framework, good practice
guidance on the
treatment of trading operations in Best Value reporting
and good practice guidance on financial statements in Best
Value Performance Plans (or other public reports of performance).

been added to the Audit and Pensions Panels websites. The
forums are free and easy to join, and offer a platform for

last three years with a 50% increase in student registrations.
The Fast Track route to the CIPFA qualification is becoming

FAST (Funding Advisory Service Team), the
service designed to help public sector organisations maximise
their grant income, will be launched at the CIPFA National
Conference on External Funding in
October.
FAST will be a unique service that works with the public
sector to help them identify and access UK and European
funds and advise them on best practice. FAST will assist
