Technical Briefing and Support

Matthew Allen (Policy Support Officer) - CIPFA

The RSLs Panel is keen to hear from CIPFA members and others* who would like to contribute to its work, at a time when public and political interest in the need for more social housing combines with the need to make best use of financial and other resources in light of the “Credit Crunch”.  Participation as a member of the Panel benefits members and their organisations, including by providing them with the opportunity to gain relevant practical and wider experience, to help develop skills.

* Panel members do not necessarily have to be a CIPFA member, an existing director of finance or totally expert in RSLs Finance matters, since practical experience in / with the RSLs sector, a willingness to look into wider issues and to be part of the Panel team are also valuable contributions.

In particular, to help the Panel fully reflect geographical and skills backgrounds relevant to its work, members and others with the following backgrounds would be particularly welcome to register their interest in perhaps joining the Panel:

• people with links to social housing finance work in the London area;
• people with links to social housing finance work in the North East of England;
• people with links to social housing finance work in Scotland;
• people with links to social housing finance work involving black and minority ethnic communities;
• people working on social housing finance work for smaller housing associations / ALMOs ;
• people with experience of work on low cost housing / shared ownership housing / supported housing;
• people with experience of tax and VAT work (whether or not gained by working specifically with the social housing sector)
The RSLs Panel reports to the Institute's Public Finance and Management Board. Its areas of interest and activity are:
• consideration of finance and policy issues relating to registered social landlords;
• the production and dissemination of relevant advice and material on best practice for members and employers on social housing issues;
• responding to government, professional bodies' and other bodies' consultation and discussion papers.

The Panel meets 3 to 4 times a year, typically in central London.

The following page provides links to previous Panel work, which may be of interest as examples of its activities: http://www.cipfa.org.uk/panels/RSL/guidance.cfm

In addition the Panel sponsors regular courses and liaises with CIPFA’s Housing Advisory Network

To register your interest / seek further information, please email julian.smith@cipfa.org - if you would like to be put in contact with an existing Panel member to discuss your interest initially, please let Julian know so that this can be arranged.  It may be possible for some interested people to attend some Panel meetings as observers initially before becoming full Panel members if they wish, within the limited places open to the Panel.
