The Cliff Nicholson Award for Innovation and Excellence in Audit 2009
CIPFA Annual Audit Conference, Leeds, 22-24 April 2009

Caroline Mawhood, CIPFA President, and Richard King, Audit Panel Chairman, welcomed delegates to the Royal Armouries Museum in Leeds for the formal conference dinner and presentation of the Cliff Nicholson Award for Innovation and Excellence.

Unfortunately, Cliff Nicholson himself could not be present so the honour of presenting these awards was passed to Caroline Mawhood. Caroline, as Institute President paid tribute to Cliff’s sterling work over the years within the audit profession and praised his efforts and professionalism in remaining an active part of the judging panel for this annual award.

Caroline went on to add that:

“Cliff had a distinguished career in public service for over 40 years, most of that time in local government audit, which was recognised in 1986 with the award of a CBE and in 1990 by the presidency of CIPFA. On leaving the presidency, Cliff kindly donated this magnificent trophy to encourage the development of the audit profession”

Caroline thanked the Audit Panel and Marc Teiman who project managed the award from start to finish. The presentation itself was preceded by Caroline praising the amount of excellent entries received from across a range of public sector organsiations this year making this a very hard competition to judge.

Caroline then went on to announce the winners of the awards. The highly commended entries were:

  1. Transport for London for their work on the production of a Contract Audit Toolkit
  2. Birmingham City Council for their work on the Council’s Business Transformation Programme

Caroline presented Sandra Wheatley from Transport for London and Jim Wilkinson from Birmingham City Council with their highly commended certificates, accepted on behalf of their respective teams, and praised their excellent pieces of audit work

Caroline then went on to announce this year’s winner and invited Kevin Thomas from The Wales Audit Office to come and collect the magnificent trophy and certificate.

The Wales Audit Office submitted an entry on transforming the public sector’s Fleet Management operation in Wales. Caroline went on to say that she, along with the audit panel had been very impressed with this excellent submission and that The Wales Audit Office should be proud of their work and achievement.

“It is a tremendous honour for the Wales Audit Office (WAO) Fleet Management project team to be given CIPFA’s 2009 Cliff Nicholson Award for Innovation and Excellence in the field of audit.  It recognises the hard work the team has put in over the past 12 months. It also recognises the innovative approach that WAO has taken to promoting improvement in the Welsh public sector, and the fact that those benefits are transferable not just within Wales, but throughout the rest of the UK.  We already have evidence of clients doing things differently and more effectively as a result of the review, and this has already led to over £500,000 of efficiency savings. Other improvements include greater partnership working on maintenance contracts, improved health and safety, and reduced carbon emissions.

The Fleet Management review marks the first phase of a four year project to examine asset management across the Welsh public sector. We are currently building on the approach adopted for the Fleet Management for the second phase which is examining Buildings Management. This work will be completed next month, and reports will be issued this summer”.
