Application Note to Delivering Good Governance in Local Government: Framework
The Application Note advises on the application of the Statement on the Role of the Chief Financial Officer in Local Government under the CIPFA/SOLACE Framework Delivering Good Governance in Local Government. It illustrates :
• how the governance requirements to support the principles in the CFO statement build on the governance requirements that need to be reflected in an authority’s local code set out in the CIPFA/SOLACE Framework and guidance note
• how the annual governance statement can reflect compliance with the CFO statement for reporting purposes.

Committee on Standards in Public Life
CIPFA has submitted comments to the Committee on Standards in Public Life on the review of MPs' expenses. In our view, the solution does not lie in Parliament agreeing new rules, tighter controls or more modest allowances. The solution lies in Parliament removing itself completely from any involvement in proposing or approving MPs’ pay and expenses. Read the response in full.
Combined Code
CIPFA has commented on the FRC's review of the effectiveness of the Combined Code. In our view, one issue for the FRC to consider is how the Combined Code can reinforce the message that good governance must be demonstrated by the personal conduct of those responsible for governance arrangements within companies. Report - Going forward with Good Governance
The Good Governance Standard for Public Services was published in 2004 as a guide to the governance of organisations providing public services (funded in whole or in part by government and serving the public). This report summarises what is known about how the standard has been used, the new challenges arising from the changing policy context for governance, and how good governance might be taken forward in the public interest.
Delivering Good Governance in Local Government: Briefing Note
Following extensive research and consultation, the CIPFA/SOLACE Joint Working Group has produced Delivering Good Governance in Local Government: Framework and accompanying guidance note. The principles and standards set out in the Framework will help local authorities to develop and maintain their own codes of governance and discharge their accountability for the proper conduct of business. The Framework will help authorities to improve their performance, give local people better local services and provide stronger leadership for communities.
