Improving Budgeting: Modernising the Cycle
CIPFA’s research into how well the budgeting and reporting cycle is working in public bodies suggests improvements are needed to give an increased focus on the medium and longer term and stronger integration with performance management systems. Organisations also need to make a more dynamic use of the known financial and service data throughout the financial year to modify future plans. This new publication advocates higher level 18 month rolling budget forecasts. This approach encourages managers to constantly scan for issues which pose challenges and opportunities as well as encouraging the organisation’s leaders to regularly review the future sustainability of the business and its finances.

Improving financially literacy in Public Service Organisations: A resources pack
Board members and business managers carry big responsibilities for the health and effectiveness of the organisations they lead and manage. The purpose of this pack is to help them understand, and find support for, the financial aspects of their role. There are two parts, each with:
