Code of Practice on Local Authority Accounting in the United Kingdom 2010 - Invitation to Comment
The CIPFA/LASAAC Local Authority Code Board has released the 2010 Code Exposure Draft and Invitation to Comment for public consultation. The 2010 Code, which is the first to be prepared under International Financial Reporting Standards (IFRS), would apply to accounting periods starting on or after 1 April 2010.
The transition to IFRS is one of the most important changes to local government financial reporting for a number of years. The consultation closes on 11 September. We would welcome comments on any aspect of the draft Code for 2010/11, so please take the time to contribute your views, and help us make this critical change a success. Radical dismantling of council housing finance announced
The announcement on 30 June by Housing Minister John Healey confirms the Government’s intention “to dismantle the Housing Revenue Account Subsidy system and replace it with a devolved system of responsibility and funding”. Committee on Standards in Public Life
CIPFA has submitted comments to the Committee on Standards in Public Life on the review of MPs' expenses. In our view, the solution does not lie in Parliament agreeing new rules, tighter controls or more modest allowances. The solution lies in Parliament removing itself completely from any involvement in proposing or approving MPs’ pay and expenses. Read the response in full.
A Good Practice Self-Evaluation Tool for Financial Governance
This self evaluation tool is a questionnaire that looks at key themes that underpin the effectiveness of those responsible for financial governance. It has been developed by CIPFA’s Further and Higher Education Panel and has been ‘road tested’ by the finance and resources committee at Oxford Brookes University. Learn more.
BVACOP Police SEA
BVACOP 2008 contained a single line Police SEA, but noted that work was progressing on a more detailed SEA, and that this would be published as soon as possible. The more detailed SEA has now been approved and is available to download.
