Supporting Materials
These supporting materials have been developed by the Highways Asset Management Finance Information Group (HAMFIG) in order to help authorities comply with the requirements of the Code of Practice on Local Authority Transport Infrastructure Assets. The Code of Practice on Local Authority Accounting in the United Kingdom does not yet require local authorities to account for their infrastructure assets in the Statement of Accounts in accordance with the Infrastructure Assets Code, however, Whole of Government Accounts (WGA), has required certain disclosures from 2009/10.
2010/11 WGA requirements
The 2010/11 WGA requirements for Infrastructure Assets will be finalised in May 2011. The DRC toolkit for structures will be available for 2011/12 WGA, but not for 2010/11, hence structures DRC will not be required for 2010/11. The WGA link can be found in the useful web links section below.

Consultation and article on the Structures Asset Management Planning Toolkit
The Department for Transport has recently awarded a contract to Atkins for support in the Implementation of Local Authority Asset Management and Accounting Changes. The overall project comprises a number of tasks including the development of the methodology and functional requirements for a platform-independent computerised tool that supports valuation (Gross Replacement Cost and depreciation) and asset management planning for highway structures. This article describes this work.
Atkins is developing on behalf of the Department for Transport the Structures Asset Management Planning Toolkit. The Toolkit primarily focuses on long-term asset management and financial planning and asset valuation/depreciation for highway structures and comprises:
