Have your say on the Open Public Services White Paper

The Government recently published its Open Public Services White Paper. To help shape our response, we are asking members to share their insights.

Section A - General Principles

Q1: What are your views on the five principles for public service modernisation?

Q2: Do you agree with the three different categories of public service (individual, neighbourhood, commissioned). If not, what alternative categorisation would you propose and why?

Section B - Individual Services

Q3: Based on your experience, what points should CIPFA be making about personal budgets?

Q4: What issues are likely to arise from ensuring that there are effective means a) for ensuring that alternative providers can offer competitive services, and b) for individuals (including those who are disadvantaged) to have realistic choices of service provider?

Q5: What issues are likely to arise from ensuring performance information about providers is available and that funding follows individual choices?

Q6: How can Government ensure that their approach to opening public services protects and enhances accountability rather than dispersing it?

Q8: What are the issues that principal authorities would face in devolving powers to neighbourhood councils?
