The first 10 years of Scottish devolution have coincided with a period of significant financial growth. The next 10 years however, are more likely to be characterised by austerity. The constitutional arrangements around Scotland’s devolution are likely to change further. Scotland’s public services may well be reinvented and reshaped – certainly a new voyage of discovery dawns.
