  Moving towards the IFRS Transition Balance Sheet

A one day course provided by CIPFA's Finance Advisory Network (FAN) giving a summary of the IFRS transition balance sheet process with particular focus upon; implementation timetable and the current status of the CIPFA IFRS Code; First Time Adopter Exemptions, presentation of the local authority IFRS balance sheet and other related first time adopter issues; Mapping the GAAP balance sheet to the IFRS transition balance sheet.

 
  Introduction to Accounting for Charities: the local authority perspective

The creation of a charitable entity requires very specific adherence to the accounting rules and regulations established through charities legislation and by compliance with specific recommended accounting practice. Local authorities are increasingly working with the third sector to deliver services and many are now considering employing LLPs for the performance of their services. This course will provide some background to charities and detail on the accounting environment in which charities must operate and also provide an introduction to LLPs.

 

  Preparing IFRS Shadow Accounts

This two-day course provides a review of the key standards that are required to be implemented through the I-FReM to prepare shadow IFRS accounts. The course will provide practical tips for managing the conversion to IFRS and examples of the accounting treatment for key transactions and balances that focus on Central Government and Health. During the course, you will have the opportunity to apply your knowledge and understanding of the accounting requirements through an in-depth practical case study to prepare a full set of shadow accounts.

 

Long Term Financial Planning

This one day course is set against the background of the economic downturn with an insight in to the changing economic background and the need to change public sector short-term behaviours in order to plan for the long-term. Delegates will gain an understanding of the key practices in how to look forward and in projecting the baseline gap. This is linked to the importance of the organisational vision for the future, the importance of demographics, and considers how the effects of capital investment, governance arrangements and engaging with stakeholders are critical to long term financial planning.

 

IFRS Certification Course

Certificate in International Public Sector Financial Reporting (Cert IPSFR)
Cert IPSFR is a new e-learning programme developed by CIPFA and the ICAEW. It is a unique qualification that will help you develop a fundamental understanding of both the International Financial Reporting Standards (IFRSs) and their public sector equivalents, International Public Sector Accounting Standards (IPSASs).

The programme will provide a practical insight into the divergences between the two sets of standards, as well as the different public and private sector reporting perspectives that drive these.

 

Debt Management in the Public Sector

The management and recovery of debt is gaining increased focus for public sector organisations, particularly in the current economic climate. This course examines how organisations with high or increasing levels of debt can maximise debt collection and resolution and the various recovery tools that are available..

 

Outcome Budgeting Workshop

Outcome Budgeting implements these principles and provides a means of overcoming resistance to the radical change identified by Outcome Budgeting.

Purpose

The purpose of the Outcome Budgeting Workshop is to teach a set of proven techniques for creating and implementing a realistic Single Outcome Agreement budget.

Approach

Following an overview of the Outcome Budgeting process, each technique will be explained in detail and participants will have an opportunity to apply the technique to their own organisations during the workshop.

Follow-up

Telephone support in the application of outcome budgeting will be available to participants.

Preparation

Each participant is requested to email the workshop leader a copy of their organisation?s current Single Outcome Agreement or strategy, and budget.

 

Activity Based Costing (ABC) in the Public Sector

This course provides training in the application of Activity Based Costing (ABC) for service based organisations in the Public Sector.

It features the ABC method jointly developed by CIPFA and the esd-toolkit (part of the Local Government Improvement and Development agency in England).

This approach has been widely adopted by Scottish and English local authorities but may be adapted by all Public Sector organisations interested in using ABC as a method to evidence efficiencies and waste in processes.

 

Introduction to IFRS (International Financial Reporting Standards)

With all of the UK public sector having moved to International Financial Reporting Standards (IFRS) organisations clearly need to know what this means for them.

This one day course will therefore be relevant for any public sector personnel with responsibility for complying with IFRS (International Financial Reporting Standards) or understanding IFRS based financial statements.

This introduction will consider the basis of IFRS, the main differences from existing (UK GAAP) standards, what IFRS statements contain and examine the most significant changes in accounting treatment.
