IFRS Accounting for PFI Schemes and Finance Leases- LASAAC Consultation
The Local Authority SORP is expected to implement IFRS requirements (IFRIC 12) for PFI schemes in 2009/10 with all other IFRS requirements being implemented in 2010/11, including those for finance leases (IAS 17). Following an initial exercise with Argyll and Bute, LASAAC has identified two key areas requiring clarification before quantification of the financial impact of these accounting changes can be carried out :

  • the legal ability of authorities to knowingly enter PFI schemes and/or finance leases which will result in long-term liabilities being shown on the balance sheet
  • the application, or otherwise, of Loans Fund accounting to PFI scheme and finance lease liabilities

Scottish Social Services Council - Request for Audit Committee Member
The Scottish Social Services Council (SSSC) is responsible for registering people who work in social services in Scotland and for regulating their education and training. There are around 139,000 social service workers in Scotland, providing care and support to some of the most vulnerable sections of society. The SSSC is currently seeking a volunteer qualified accountant to co-opt onto its Audit Committee. The Audit Committee meets 4 times a year at SSSC's headquarters in Dundee. The position is not remunerated.

Martin Easton joins lineup for Capital Finance in Scotland Seminar
Senior finance manager at Birmingham City Council Martin Easton has been added to an impressive list of speakers attending the Capital Finance in Scotland seminar being held on the 10th of October.
Martin will be covering bonds: A viable alternative. Other topics covered in the seminar include the government?s Infrastructure Investment Plan and the role of the Scottish Futures Trust in delivering it, and the Principles of Capital Procurement.
