Warwick Postgraduate Diploma in Public Finance and Leadership

Senior managers in public services have the opportunity to fast track to chartered accountancy status in under two years on completion of a unique programme, by the Chartered Institute of Public Finance and Accountancy (CIPFA) and Warwick Business School (WBS).

Upon successful completion of a Postgraduate Diploma in Public Finance and Leadership and CIPFA’s Final Test of Professional Competence, the postgraduates will become full CIPFA members, entitled to hold the designatory Chartered Public Finance Accountant letters (CPFA) after their name.

The joint programme will sharpen the knowledge and skills of experienced senior public servants, further helping them contribute to improved financial management in all areas of the public sector and not-for-profit organisations. This is a key area for improvement identified by the Prime Minister as part of the improved efficiency agenda in public services. The programme has been developed in direct response to government concerns about professional standards in government departments and has been opened out to include all public services.

It will also help to ensure senior public servants have the right mix of skills and expertise needed to deliver the ‘world class’ public services that the government and the general public requires of them.

Backing the programme, Gus O’Donnell, Cabinet Secretary, Head of the Home Civil Service, said:

“The Government aims to transform the skill levels in finance in Central Government and is keen to promote professional qualifications among finance officials as part of this. This joint qualification is one of the fast track routes available to public service finance officials. Taking such a qualification will help overcome some of the difficulties faced by non-accountants in finance posts, or help those wishing to prepare themselves for finance posts.”

Professor Robin Wensley, Head of the Public Management and Policy Teaching Group within WBS said:

“Warwick Business School has unparalleled strength in research, teaching and development work on public management and policy, and pioneered the Warwick MPA the first public sector MBA in the UK, so we were the obvious choice for CIPFA when they began seeking a university partner to develop this programme.”
